The Senior Electrical Engineer serves as the primary authority in the Midstream sector for medium voltage electrical systems. This role supports Gas Processing Facilities, Gathering Systems, Pipelines, and Terminals (P&T) operations, alongside instrumentation, automation, SCADA, and other related areas as necessary. The engineer will ensure the appropriate design, selection, sizing, and application of technology, while also developing and maintaining policies, procedures, and maintenance practices related to instrumentation and electrical systems. This includes overseeing training, auditing, and metrics related to field operations.

Key Responsibilities:
  • Directing the application of policies and practices for medium voltage electrical technology.
  • Collaborating with Operations, Engineering, Optimization, and Projects to prioritize capital and major maintenance budgets for instrumentation and electrical systems.
  • Engaging with field technicians, I&E supervisors, and Asset Engineering personnel to assess asset conditions and identify critical issues.
  • Providing troubleshooting support for electrical equipment and managing power efficiency initiatives.
  • Leading problem-solving efforts when operations technicians face challenges without viable solutions.
  • Representing Phillips 66 Midstream in industry electrical and instrumentation committees, influencing trade groups towards favorable positions.
  • Offering technical assistance to Operations and Engineering concerning electrical systems and processes, while managing all governance documents and maintenance practices.
  • Consulting with the Midstream Capital project group to ensure alignment with electrical and instrumentation standards.
  • Identifying essential skills within the instrumentation and electrical community and facilitating training for technical personnel.
  • Coordinating with internal and external groups to establish best practices for instrumentation and electrical systems.
  • Utilizing data to support technical perspectives and recommendations.
  • Conducting site electrical health assessments in accordance with industry standards.
  • Serving as the Subject Matter Expert for relevant codes and standards.
  • Reviewing advancements in technology to enhance safety, reliability, and productivity.
  • Assisting procurement in vendor agreements and ensuring compliance with electrical safety programs.
  • Managing safe work practices to align with industry standards.
Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Bachelor's Degree in Electrical/Electronics Engineering.
  • A minimum of 15 years of experience in electrical engineering design.
  • At least 10 years of field experience in design, installation, operation, and maintenance.
  • 5 years of direct experience with instrumentation and electrical standards and codes.
  • 10 years of experience with electrical design for hazardous locations.
  • 3 years of experience managing budgets related to instrumentation and electrical systems.
Preferred Qualifications:
  • Experience with Allen Bradley PLC systems and programming.
  • Experience transitioning from system dialogue to logic programming.
  • Familiarity with SCADA systems.
  • Expertise in industrial electrical system specification and maintenance.
  • Hands-on knowledge of protective relays and HMI systems.
  • Knowledge of large motor control systems and switchgear.
  • Familiarity with electrical power system protection.
  • Good interpersonal and communication skills.
