Project Controls Manager

We are seeking an experienced Project Controls Manager to join our Corporate Engineering department in Pasadena, Texas.

Key Responsibilities:
  • Maintain a safe and healthy work environment for employees, customers, and the community.

  • Provide cost engineering services, including estimate reviews and cost tracking.
  • Develop and implement project controls processes to effectively manage project execution plans.
  • Oversee project performance reporting and identify areas for improvement.
  • Collaborate with project managers to highlight project performance and develop standardized project performance formats.
  • Recommend corrective actions based on analysis of project cost and schedule variances.
  • Manage internal project controls processes and develop improved processes and tools to support department responsibilities.
  • Collect, analyze, and report project performance data to develop key metrics for continuous improvement.
Requirements:
  • Bachelor's degree in Engineering or Business.
  • Minimum 15 years of industrial experience, with 5 years in a lead, supervisor, or manager role in Project Controls.
  • 5 years of field construction experience, including progress reporting and construction logic.
  • Minimum 10 years of functional experience in cost control, scheduling, estimating, or construction project controls in the refining/chemical/petrochemical industry.
  • Proficiency in cost engineering principles and methods, including budget and forecasting, change management systems, work breakdown structures, earned value systems, and contingency allocation.
  • Ability to travel, work weekends, holidays, and respond to callouts on a non-routine basis.
  • Exceptional analytical skills, with the ability to effectively evaluate system performance, troubleshoot, and master continuous process improvement tools.
  • Excellent interpersonal and communication skills, with the ability to interface with and relate complex concepts/issues with all levels.
  • Ability to speak, read, and write English.
