Job Title: Subcontract Specialist

The Subcontract Specialist is a crucial member of the EW Subcontracts / Supply Chain Management team at L3 Technologies. This role is responsible for managing the end-to-end lifecycle of subcontracts, including solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution.

Key Responsibilities:
  • Supply market analysis, solicitations, fact finding & source selection
  • Attention to detail; must be able to comprehend statements of work and hold suppliers accountable to the scope that is contracted
  • Management of multiple Purchase Orders and the cost, schedule, quality and technical requirements in them
  • Ability to identify risk and creation of risk mitigation steps
  • Management and reporting of major subcontracts to leadership both internal and external
  • Ability to independently perform a price analysis, develop negotiation strategies and ability to lead key assigned supplier negotiations
  • Skilled in Terms and Conditions Negotiations
  • Experience conducting fact-finds on proposals over the TINA threshold
  • Award and execute contracts and contract modifications
  • Manage supplier performance and scorecards

Requirements:
  • Bachelor's Degree and minimum 4 years of prior experience. Graduate Degree and a minimum of 2 years of prior experience. In lieu of a degree, minimum of 8 years of prior experience

Preferred Additional Skills:
  • Experience with various program lifecycles (development, production, sustainment)
  • Experience with L3Harris Systems, Policies & Procedures
  • PeopleSoft, Control (Cincom) experience
  • Experience contracting with various different contract types (FFP, FPIF, T&M, CPFF, CPIF)
  • Radio Frequency Procurement Experience
  • PMP, CPCM or CPSM Certified
  • Excellent negotiation skills
  • Contracting knowledge and experience
  • Working knowledge of FAR/DFARs
  • Advanced Analytical and Problem-Solving Skills
  • Experience with multiple subcontract types such as FFP, Cost-Plus type contracts, T&M, etc.
  • Extensive Supplier Management Skills

Compensation:
In compliance with pay transparency requirements, the salary range for this role is $70,500 - $131,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
