Transport Scotland serves as the national transport authority for Scotland, functioning as an Executive Agency accountable to Parliament and the public through Scottish Ministers, with an annual budget of billions. The agency and its subsidiaries are dedicated to realizing the Scottish Government's vision for transport as outlined in the National Transport Strategy. This encompasses the maintenance and safe operation of existing transport systems, funding essential public transport services such as bus, rail, and ferries, as well as enhancing the trunk road network, including significant projects.

This high-performing executive agency is committed to advancing an ambitious transformation agenda for Scotland's transport future. This pivotal role involves regular engagement with Ministers and substantial oversight and influence over a considerable portion of the core Scottish Government budget, alongside a significant forward capital investment strategy.

Key Responsibilities

  • As the Accountable Officer, oversee the execution of Transport Scotland's functions as directed by Scottish Ministers.
  • Establish the strategic policy framework for transport throughout Scotland, including the National Transport Strategy and responses to climate change.
  • Ensure that Scotland's transport systems under the jurisdiction of Scottish Ministers are managed in an efficient, effective, and economical manner.
  • In alignment with Ministerial priorities, implement the Scottish Government's infrastructure enhancement commitments for the transport network, which includes national rail, trunk road infrastructure, ferries, ports, and active travel initiatives. This entails oversight of all project delivery phases from business case development to procurement and construction.
  • Advance initiatives aimed at achieving net-zero emissions in the transport sector, such as reducing car usage, promoting electric vehicle infrastructure, and investing in active travel options to encourage walking, cycling, and wheeling for short journeys.
  • Develop a sustainable public transport program that supports an integrated, accessible, and affordable transport system for Scotland.

Candidate Profile

  • Extensive and successful experience working with Ministers or senior stakeholders at a board level.
  • Ability to operate autonomously in a complex, fast-paced environment, with a proven track record of delivering successful outcomes, alongside experience in financial management and governance.
