Overview:

The Director of Laboratory Services is responsible for the operation of Laboratory, Rehabilitation, and Respiratory Services at AHMC Seton Medical Center and Seton Coastside. This role oversees the effective performance of staff members, ensures compliance with State and Federal regulations, and maintains high-quality services for the community.

Responsibilities:

  • Oversee Laboratory Services, including Physical, Occupational Therapy, and Speech Language Pathology Services.
  • Manage Non-Invasive Diagnostic services, including Echocardiography Lab, Noninvasive Vascular Lab, Electrocardiography, and Neurology Services.
  • Lead Respiratory and Pulmonary Function Services.
  • Ensure the continuous, effective operation of departments and services.
  • Manage daily department services and integrate departments into the organization's primary functions.
  • Develop and implement policies and procedures to guide and support service provision.
  • Conduct data analysis, cost projections, and profitability analysis to optimize revenue and expenses.
  • Ensure evidence-based clinical and operational practices.
  • Provide service line management, including contract reviews and recommendations to achieve service line goals.
  • Continuously assess and improve performance, anticipating future trends and creating competitive strategies.
  • Ensure safe, competent, cost-effective, and quality patient care through planning, organizing, directing, and evaluating service activities.
  • Identify business strategies and opportunities to improve service value, outcomes, safety, service, and cost.
  • Develop operational systems to achieve growth targets.
  • Demonstrate effective business writing skills to produce well-thought-out proposals, white papers, and programmatic analysis.
  • Ensure a safe, efficient, and effective working environment through ongoing development, implementation, maintenance, review, and analysis of work.
  • Demonstrate competency as a clinical manager by planning, organizing, and managing personnel and resources to provide high-quality care.
  • Gather, analyze, evaluate, and prepare information on staffing, procedures, equipment, staff education, and training to achieve service excellence.
  • Recommend space and resources, manage equipment maintenance programs, and plan for new technologies and equipment replacement.
  • Monitor operational costs and negotiate maintenance contracts.
  • Ensure equipment meets State and Federal requirements and is safe for patient use.

Clinical Effectiveness:

  • Lead improvement efforts to improve clinical outcomes, patient safety, patient satisfaction, and resource utilization using the clinical effectiveness model.
  • Maintain and administer the Seton Operation System for continuous monitoring and improvement of quality care and services.
  • Integrate measurement of clinical quality and service standards with strategic planning and operational standards.
  • Promote a culture of safety, continually evaluating delivery of care and services to eliminate harm.

Fiscal Accountability:

  • Analyze statistics and take appropriate action, including flexing staff to meet labor standards.
  • Implement cost containment measures and revenue enhancement ideas.
  • Demonstrate effective time and fiscal management of multiple tasks and competing priorities.

Regulatory Compliance:

  • Monitor compliance with external agency regulations and the Corporate Compliance program.
  • Ensure compliance of all personnel to safety standards, Hazardous Materials Management program, Risk management/prevention, and Infection prevention.

Human Resource Management:

  • Demonstrate sound personnel management and leadership principles, including coaching, teaching, inspiring, forging alliances, and collaborating to negotiate resolution of issues.
  • Promote employee growth and development through effective leadership, communication, and use of resources.
  • Use effective interviewing skills to hire qualified, proficient, and compassionate staff.
  • Demonstrate awareness of and ability to apply knowledge of current developments in healthcare.
  • Participate in and encourage staff participation in professional organizations.
  • Be aware of and understand and value the diverse local environment, being sensitive to the impact of varying belief systems on patient care and organizational effectiveness.
  • Ensure staff are annually assessed for competency and performance that are compliant with organizational values and job description requirements.

Accountability:

  • Perform active daily management to ensure operations are efficient and achieve a state of continual regulatory readiness.
  • Set and hold standards for performance, patient care delivery, and department operations.
  • Maintain confidentiality of all patient and hospital-related communications, documents, and records.
  • Maintain clinical and management skills and expand knowledge base.
  • Perform required duties in accordance with prescribed hospital policies and procedures.
  • Maintain a positive attendance record and be prompt in reporting to work.
  • Assess personal learning needs and utilize available resources in self-development to address learning opportunities.
  • Demonstrate active listening skills and treat all contacts with dignity and respect.
  • Accomplish objectives within prescribed time frames by prioritizing and organizing workload.
  • Ability to work under stressful situations while maintaining a positive attitude.

Qualifications:

Masters degree in an affiliated area of responsibility preferred.

Five years of clinical experience.

Five to ten years of supervisory experience.

California CLS license in good standing required.
