Key Duties:
  • The Eligibility Case Manager delivers services in compliance with federal and state regulations, as well as agency policies, executing general work tasks related to the administration of SNAP (Supplemental Nutrition Assistance Program), including ESAP (Elderly Simplified Application Project) and SCCAP (South Carolina Combined Application Project), and TANF (Temporary Assistance for Needy Families) programs within the Economic Services Division to aid in restoring or enhancing customer financial stability.
  • Conduct comprehensive interviews for SNAP and/or TANF applications and renewals, utilizing both phone and in-person formats.
  • Evaluate and process SNAP and/or TANF applications and renewals by determining eligibility and authorizing benefits when applicable, as well as managing six-month renewals and changes through re-evaluation of eligibility.
  • Oversee ABAWD (Able-Bodied Adult without Dependents) caseloads by issuing necessary notifications, updating tracking systems, and assessing SNAP eligibility for assigned cases. Provide interpretation of social services programs to clients as needed, while staying informed on state, federal, and agency regulations.
  • Address system-generated alerts (SNAP, TANF, ESAP, and SCCAP) relevant to the county of residence and any alerts linked to your caseload.
  • Maintain case records and files in the designated agency computer system for documentation and auditing purposes, ensuring confidentiality, timeliness, and accuracy. Document client participation activities in the agency's designated system and enter timely updates regarding events that may impact clients' continued eligibility for benefits. Prepare reports as requested by supervisors or as required by program policies.
  • Identify and document overpayments, making at least three claims referrals to the Benefit Integrity Unit, and prepare supporting documentation for Fair Hearings. Participate in training and staff meetings as necessary.
  • Perform emergency shelter duties as directed, including Red Cross shelter responsibilities.
Minimum and Additional Requirements:

Agency Requirements:
A High School Diploma and at least one (1) year of experience in Economic Services programs.
A Bachelor's Degree may substitute for one year of relevant program experience.
