JOB DESCRIPTION

The Code Compliance Supervisor is responsible for the daily management and oversight of the Code Compliance Division. This role ensures that inspections are conducted in accordance with relevant statutes and municipal regulations. The Supervisor leads the Code Compliance Board by preparing cases for review and providing testimony as required. This position involves addressing complaints and aiding team members in formulating solutions to issues related to code infractions. Additionally, the Supervisor offers support and guidance to staff, residents, and property owners as needed.

KEY RESPONSIBILITIES
  • Interprets and enforces applicable federal, state, and local codes, ordinances, and regulations; initiates corrective actions for any deviations or violations.
  • Responds to inquiries and concerns regarding code violations; provides technical assistance to the public and team members; investigates issues and facilitates resolutions; engages with property owners, managers, and contractors to mediate disputes.
  • Conducts property inspections to ensure compliance with relevant codes; performs follow-up inspections as necessary; verifies permits and business tax receipts; monitors vacant properties for security; documents violations with photographic evidence.
  • Researches property ownership records.
  • Maintains a list of unoccupied properties for potential demolition and coordinates the demolition process with relevant officials.
  • Reviews case files to ensure proper documentation, including photographic evidence and inspection records, and provides feedback on the status of corrective actions.
  • Prepares various forms, reports, correspondence, and notices related to code violations.
  • Conducts housing inspections for residential units under city rental licenses, ensuring compliance with recognized housing standards; oversees the resolution of property maintenance issues.
  • Prepares presentations for the Code Compliance Board, ensuring cases are thoroughly documented and that proper notifications are issued to violators.
  • Issues legal notices for code violations during field inspections.
  • Performs administrative tasks, including budget preparation and management for the division.
  • Participates in community engagement meetings, including neighborhood watch and HOA gatherings.
  • Maintains accurate records and files.
  • Collaborates with the city attorney on code enforcement cases.
  • Engages with various city, county, and state agencies to enforce compliance.
  • Builds and maintains cooperative relationships with city officials, employees, and the public to achieve project goals.
  • Plans, schedules, supervises, and evaluates code enforcement personnel to ensure quality inspections and timely completion of tasks.
  • Conducts systematic inspections of properties to ensure adherence to all applicable codes and regulations.
  • Investigates non-compliance conditions on both private and public properties.
  • Reviews documentation and incident reports related to code enforcement.
  • Represents the department in legal proceedings as necessary.
  • May be required to work during emergencies.
  • Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong understanding of modern inspection techniques and legal descriptions; ability to present effectively; apply codes fairly; interact diplomatically with the public; conduct research and prepare detailed reports; manage and prioritize various assignments.

EDUCATION AND EXPERIENCE

Bachelor's degree with five (5) years of experience in code enforcement and property inspections, or an equivalent combination of education and experience, including two (2) years in a supervisory role.

Special Qualifications:
Must possess a valid Florida driver's license or be able to obtain one within 45 days of hire. Certifications in code enforcement and related areas are preferred.
ESSENTIAL PHYSICAL SKILLS

The role may require lifting up to 50 pounds occasionally and involves various physical activities such as walking, standing, and using hands for tasks.

Work is conducted in various settings, often involving crisis situations that require sound decision-making regarding people and resources.
