Economist (Recent Graduate) - Quantitative Analysis and Policy Development

This role is part of the Office of Planning and Budget (OPB) at the Patent and Trademark Office, within the Forecasting and Analysis Division. The team is responsible for estimating and analyzing workloads, fees, fee collections, fee setting, and related financial, economic, and operating parameters across the agency.
Key Responsibilities- Apply quantitative theories, techniques, and methods, as well as policy analysis and legal interpretation, to accomplish office goals.
- Design and implement fee restructuring programs, utilizing expertise in economic analysis and policy development.
- Conduct analyses using quantitative methods, contributing to management planning, budgeting, and resource decisions.
- Develop financial models based on studying the role of intellectual property rights in the domestic and global economy and other conditions, for input into agency resource and budget processes.
- Applications will only be accepted from United States Citizens and Nationals.
- Must meet the definition of specialized experience.
- Required to pass a background investigation and fingerprint check.
- Must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one-year probationary period.
- You must meet all qualification requirements upon the closing date of this announcement.
- Suitable for Federal Employment.
- Selectees must sign a Participant Agreement for Pathways Recent Graduates.
- To be eligible, you must be a RECENT GRADUATE who received a bachelor or advanced degree within the past two years.
- A degree in economics, including at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
- OR Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
- Experience assisting in the design and implementation of fee restructuring programs.
- Experience using quantitative methods and conduct analyses.
- Experience assisting in the development of limited financial models.
- Education may be substituted for specialized experience at the GS-07 and GS-09 grade levels.
