POSITION SUMMARY AND REQUIREMENTS:

The Antennas and Electromagnetics Department at Penn State University is in search of a seasoned Research and Development Engineer to oversee intricate RF Propagation initiatives, align with clients' strategic goals, mentor team members, and cultivate relationships to secure funding from prospective sponsors. The primary research emphasis is on RF Propagation spanning from ELF to millimeter wave.

As part of your role, you will:
  • Oversee multiple and/or extensive RF Propagation and analytical projects.
  • Utilize established methodologies to spearhead the design, development, and execution of RF propagation models, incorporating environmental influences such as space weather and meteorological conditions. Additionally, you will lead teams employing RF propagation models to assess the efficacy of engineering products, systems, and subsystems.
  • Innovate new techniques in RF propagation, including novel mathematical derivations of electromagnetic phenomena and pertinent environmental factors like radio space weather and meteorology.
  • Conduct RF propagation experiments/tests in laboratory and field settings to validate or refine theoretical propositions based on research findings and insights from related technical fields; this includes gathering measurements and documenting observations, as well as collecting, compiling, and analyzing data.
  • Document findings in technical reports, presentations, or oral/written communications.
  • Significantly contribute to assessing the feasibility of goals/objectives; evaluate proposed or ongoing projects.
  • Create avenues to enhance RF propagation modeling and analytical capabilities, whether by extending existing capabilities, developing new methodologies, or diversifying into new applications.
  • Provide innovative solutions to enhance RF propagation modeling and analytical capabilities; leverage peer networks to broaden technical expertise and identify new research opportunities.
  • Comprehend broad strategic objectives and applications of RF propagation modeling and analysis, contributing to them; foster and maintain relationships with key sponsors of external research and develop grant funding.
  • Investigate and identify follow-on research projects and/or initiate new project concepts; prepare technical proposals; and present to clients/grant sponsors for funding.
  • Possibly chair sessions at technical meetings; deliver papers and/or presentations; engage in external seminars, workshops, professional societies, and committees.
  • Guide staff in developing technical, project, and business development skills.
Minimum qualifications include a Bachelor's degree (Master's degree preferred) in an Engineering or Science discipline, along with 14+ years of relevant experience.

Essential skills include:
  • Expertise in RF Propagation mathematical methods, implementing both new and established techniques, and applying these methods to resolve specific challenges.
  • Demonstrated success in leading a research team.
  • Proficient in presenting to large groups of senior professionals; effectively conveying information to drive decisions.
  • Previous successful experience in developing technical proposals, writing whitepapers, etc.
  • Proficiency in various scientific programming languages such as Matlab, Python, C++, and FORTRAN; proven ability to interpret complex applied mathematics and numerical implementations.
Preferred skills include:
  • Current active security clearance.
  • Ability to learn new programming languages and tools, mathematical techniques, and numerical implementations.
This position allows for a hybrid work model in the State College, PA area.
