Job Summary: GovCIO is seeking a highly skilled Construction Quality Assurance Specialist to support Military Construction (MILCON) projects for the Navy.

About the Role: This position will provide construction management services to Navy Exchange Service Command (NEXCOM) for the worldwide NEXCOM Enterprise.

Key Responsibilities:

  • Perform construction quality assurance and management services within the Hampton Roads area at installations including Norfolk, Little Creek, Oceana, Dam Neck, and the surrounding area.
  • Provide on-site inspection and oversight of contractor performance, ensuring execution in the field adheres to project parameters and approved plans/specifications.
  • Represent NEXCOM equities/interests in the execution of construction projects.
  • Perform quality assurance checks of construction work.
  • Review contractor invoices for accuracy and recommend approval/rejection to the gov't.
  • Develop scopes of work for gov't review/approval to address facility deficiencies and/or repairs.
  • Provide budget estimates and supporting documentation to process changes and/or stand-alone statements of work for project approvals.
  • Utilize NEXCOM electronic project management system to develop, route, and document files, reports, and related project related documentation.
  • Coordinate the construction, installation or rearrangement of equipment and building facilities and/or equipment and machinery maintenance for assigned area.
  • Schedule, conduct, and document regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues.
  • Maintain contact with and direct contractor representatives and assist in resolving discrepancies in design specifications.
  • Monitor the construction contractor's performance of required material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections.
  • Verify labor expended and materials used and inspect projects for conformance to engineering standards and codes, building techniques and safety practices.
  • Estimate percent completion of projects and advise designated individuals of cost status.
  • Maintain proper construction contract document files per contract standards.
  • Make visits to project sites to obtain information on facility/site conditions and develop recommendations during project development.
  • Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
  • Prepare quality assurance plans and review and recommend approval/disapproval of the construction contractor's quality control plan.

Requirements:

  • High School diploma (or equivalent) and 7 years of experience performing construction oversight duties of both renovation and new construction projects.
  • Projects commensurate with oversight for this task order include ground up construction and multi-trade renovations of single and multi-story facilities in the commercial and government sectors.
  • Experience with Government and/or Department of Defense Military Construction (MILCON) construction projects is highly desired.
  • Secret Clearance preferred.
  • Ability to sit, stand, and/or walk in a construction environment for prolonged periods of time.
  • Reliable transportation with a vehicle fit for construction sites.
  • Experience with Navy projects and/or NEXCOM electronic project management system desired.
