Position: VDOT IT Project Manager

Location: Richmond, VA (Hybrid)
Contract Duration: 12 Months
Client: State of Virginia

Note: Local candidates are preferred. Candidates must hold a PMP certification through PMI or VITA's PM certification. Other certifications will not be accepted. Candidates should be available to work onsite 2-3 days per week. Contractors are responsible for parking arrangements.

Key Responsibilities:

  • Lead and manage project teams through all phases of Waterfall, Agile, and Hybrid methodologies.
  • Transform identified requirements into actionable plans for successful project delivery.
  • Provide governance and oversight throughout project execution, ensuring alignment with stakeholder expectations.
  • Oversee the development of proposals, statements of work, and RFP responses.
  • Coordinate with multi-disciplinary teams to establish project goals, objectives, and procedures.
  • Ensure comprehensive project plans include tasks, schedules, risk assessments, and resource allocations.
  • Facilitate seamless transitions of project plans to execution teams.
  • Monitor vendor progress and manage relationships with key stakeholders.
  • Adhere to VDOT and VITA project management practices and governance standards.

Qualifications:

  • Minimum of 15 years of overall IT experience, with at least 10 years in managing large projects.
  • Bachelor's degree required.
  • Proficiency in project management tools such as Microsoft Project and Visio.
  • Strong financial literacy, including budgeting and procurement management.
  • Experience with VITA's Commonwealth Technology Portfolio (CTP) system is preferred.

Skills and Abilities:

  • Exceptional analytical, organizational, and decision-making skills.
  • Strong interpersonal skills for effective collaboration and team building.
  • Ability to adapt to rapidly changing environments and provide guidance throughout project lifecycles.
  • Excellent verbal and written communication skills.
  • Knowledge of Agile and Waterfall project management principles.
