Job Description

We are looking for experienced Financial Auditors to conduct comprehensive audit services for the Department of Veterans Affairs (VA) and Architect and Engineer (A/E) Contracts within the CFM National Region, focusing on Prime Contractors and Subcontractor rates.

Key Responsibilities:

· Bachelor's degree in Accounting or a related discipline is required.

· A minimum of 3 years of relevant experience is essential.

· Familiarity with Generally Accepted Government Accounting Standards (GAGAS) and Defense Contract Audit Agency (DCAA) audit methodologies is necessary.

Specific Duties Include:

The audit review will concentrate on direct labor rates, overhead rates (including fringe benefit rates, overhead rates, and/or General and Administrative rates, as applicable), and labor escalation factors. The scope of this audit review encompasses, but is not limited to:

  • Assessing firms' proposals and their supporting documentation.
  • Evaluating the firms' timekeeping and accounting systems to ensure proper segregation of direct and indirect costs.
  • Reviewing payroll records or other documentation (such as salary surveys and contingent letters of hire) that support the proposed direct labor rates.
  • Verifying incurred overhead expenses against the firms' accounting records.
  • Analyzing the firms' overhead expense accounts for potential unallowable expenses in accordance with FAR Subpart 31.2.
  • Conducting a test-based review of evidence supporting incurred overhead expenses.
  • Performing trend analysis on historical overhead expenses incurred by the firms.
  • Assessing the reasonableness of the firms' proposed overhead rates and developing alternative rates as necessary.
  • Reviewing both historical and projected labor escalation.
  • Examining direct labor rates, overhead rates, and labor escalation factors for the four option years following the initial base year.
