JOB SUMMARY

The Compliance and Civil Rights Analyst is integral to supporting THA's strategic and operational objectives by ensuring adherence to the complex regulations, policies, and procedures governing THA's housing programs.

These programs encompass the Tax Credit Program, RAD conversions, Public Housing program, Housing Choice Voucher (Section 8), and specialized initiatives outlined in the Moving to Work (MTW) plan, along with other federal, state, and local affordable housing efforts. The Compliance and Civil Rights Analyst is responsible for ensuring compliance with Fair Housing regulations, reviewing reasonable accommodation requests, and maintaining Civil Rights standards.

Key responsibilities include monitoring staff management of client files, conducting file audits, managing HUD Secure Systems and WBARS systems, training staff, staying updated on compliance-related regulatory changes, ensuring adherence to Fair Housing laws and civil rights, and coordinating THA's compliance with various agency reporting systems.

ESSENTIAL AREAS OF RESPONSIBILITY
Including, but not limited to:

INTERNAL AND EXTERNAL AUDITS

  • Oversee and conduct audits, such as resident certifications, recertifications, interim reviews, new vacate files and processes, site-based admissions operations, and property resident files.
  • Collaborate with HUD auditors, WSHFC, and Tax Credit limited partners to verify THA staff's compliance with federal requirements and agency reviews.

REPORTING

  • Ensure timely reporting, monitor errors and findings, and collaborate with staff to rectify errors.
  • Aid departments in preparing compliance reports for regulatory agencies.
  • Compile and circulate Reasonable Accommodation request summary reports for interdepartmental review.

QUALITY CONTROL

  • Maintain accurate and updated documentation of quality systems, procedures, and processes ensuring compliance with relevant regulations for civil rights and compliance.

CIVIL RIGHTS COMPLIANCE

  • Monitor compliance with the agency's civil rights and reasonable accommodation policies, oversee adherence to Section 504 and the ADA.
  • Supervise responses to reasonable accommodation requests, investigate, gather data, interview involved parties, and prepare responses to housing discrimination complaints, collaborating with the Tacoma Housing Rights Commission and other agencies for conflict resolution as necessary.

TRAINING

  • Act as the primary resource for staff regarding policy, procedures, rules, and regulations.
  • Develop, execute, and oversee staff training programs on THA and HUD policies and procedures; conduct and coordinate staff training sessions. Update training materials and provide additional training as needed.

POSITION REQUIREMENTS AND QUALIFICATIONS

EDUCATION LEVEL AND EXPERIENCE

  • Bachelor's degree in liberal arts, public administration, public policy, urban studies, or related fields. Equivalent relevant experience may compensate for the degree requirement.
  • 4 years' experience in auditing housing voucher, public housing, and tax credit housing, with knowledge/experience in PBV's, HCV's, MTW plans, HUD handbook, and IRS Section 42 compliance.
  • Familiarity with Fair Housing regulations and Reasonable Accommodation practices.
  • 2 years' involvement in multi-family housing programs compliance and/or monitoring is preferred.

CERTIFICATION/REGISTRATIONS

  • Tax Credit certification or completion within 12 months of employment.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficient in HUD Housing Programs regulations and Low-Income Tax Credit Program requirements.
  • Thorough grasp of Washington Landlord-Tenant Law and tenant/landlord rights.
  • Expertise in utilizing HUD's PIC reporting system.
  • Understanding of the Moving to Work (MTW) program and additional reporting and auditing obligations.
  • Strong collaboration, leadership, conflict management, problem-solving, and project planning skills.
  • Ability to engage effectively with diverse populations and communicate clearly both verbally and in writing.
  • Organizational skills to handle interruptions and work independently, meeting deadlines effectively.
