Role Summary

This position involves intricate budgeting, forecasting, and analytical functions within the Office of Budget & Fiscal Policy. The Senior Budget Analyst evaluates budget requests from various departments, programs, and funds, serving as a key advisor in operational needs, new initiatives, and cost estimations necessary for program financing. This role collaborates with assigned departments in crafting the annual budget and participates in the formulation and assessment of budget recommendations, appropriations, and allocations.

Supervision and Guidance

Under the guidance of the Budget Director, the Senior Budget Analyst executes budgeting tasks in alignment with public finance principles and budgetary control procedures.

Key Responsibilities

  • Develop, interpret, and implement financial strategies for effective financial planning and oversight.
  • Conduct technical analyses to assess current and future financial performance.
  • Manage budget processes for multiple departments, including ongoing monitoring of expenditures and revenues.
  • Perform variance and budget analyses on a monthly, quarterly, and annual basis for financial reporting.
  • Assist departments in preparing budget proposals and related materials.
  • Review and provide recommendations on departmental budget submissions.
  • Contribute to the creation of multi-year expenditure and revenue forecasts.
  • Evaluate departmental performance metrics.
  • Develop and maintain budget monitoring frameworks and coordinate the generation of formal monitoring reports.
  • Support special studies requiring data analysis and compilation.
  • Analyze and present information effectively in both oral and written formats.
  • Assist in the fiscal assessment of proposed legislation.
  • Conduct ad hoc analyses and collaborate with senior colleagues on special projects.

This role involves selecting from various procedures and methods to achieve objectives while adhering to organizational policies.

Leadership and Mentorship

The Senior Budget Analyst frequently provides leadership, guidance, and training to junior staff, serving as a technical resource and mentor.

Required Knowledge, Skills & Abilities

  • Strong analytical, critical thinking, and problem-solving abilities.
  • In-depth knowledge of financial concepts and processes.
  • Comprehensive understanding of the interrelationship between professional disciplines and organizational functions.
  • Proficient in Microsoft Office, particularly Excel and PowerPoint.
  • Experience with financial functions such as V Look Up, Pivot Tables, and Macros.
  • Familiarity with financial management software and databases.
  • Effective interpersonal communication skills and ability to present information clearly.
  • Capacity to apply professional expertise with minimal supervision.
  • Quick and accurate numerical processing skills, with the ability to identify inconsistencies and troubleshoot issues.
  • Aptitude for training others and fostering effective relationships within the organization.
