Position Overview:
This role involves performing advanced professional accounting tasks in the upkeep, modification, and/or creation of an accounting framework. The incumbent will analyze financial data, offer advisory services, and execute various related responsibilities as required.


Key Responsibilities:


This position is distinguished from the Chief Accountant role, as the Accountant III handles the more intricate and challenging accounting tasks for a fiscal program or a significant segment of a broader initiative. This includes managing activities related to the upkeep and oversight of primary accounting records and the generation of financial reports concerning all major funding sources for the County.

The following responsibilities are illustrative and not exhaustive:

  • Gather, compile, categorize, and assess financial data;
  • Prepare trial balances, and execute adjusting and closing entries;
  • Verify and scrutinize financial information, and generate financial statements and reports;
  • Oversee junior personnel involved in fiscal management;
  • Propose modifications to forms, procedures, and policies governing accounting functions and implement changes as directed;
  • Conduct internal audits to ensure accounting systems and procedures are effective, efficient, and properly executed;
  • Prepare necessary reports for the assessment and reporting of Federal and State expenditures and fund balances on Federal and/or State-funded programs and projects;
  • Engage with other agency officials regarding financial matters;
  • Assist management by interpreting accounting data, trends, statements, etc., and elucidating the program implications of accounting data;
  • Contribute to the preparation of quarterly financial reports detailing the status of all appropriations, allotments, and encumbrances across all departments and funds of the County.

Qualifications:

The ideal candidate will possess a combination of education and experience equivalent to graduation from an accredited college or university with a major in accounting or business administration, including coursework in accounting, along with three years of relevant professional accounting experience.


Knowledge and Skills:
  • Thorough understanding of principles and practices of commercial and governmental accounting;
  • Expertise in the preparation and analysis of financial statements and reports;
  • Familiarity with public fiscal administration, including budgeting and financial reporting;
  • Proficient in office practices and procedures;
  • Strong supervisory principles and practices.

Abilities:
  • Develop and implement accounting methods, techniques, and procedures;
  • Plan, assign, and oversee the work of subordinates;
  • Produce comprehensive and accurate reports and standards;
  • Analyze data, identify errors, and rectify inconsistencies in accounting records;
  • Establish and maintain effective working relationships with colleagues.
