Land Use Compliance Officer I/II

Job Overview:
This recruitment aims to establish a current eligible list for both full-time and part-time vacancies. Part-time positions are limited to a maximum of 25 hours per week and offer a pay rate of $28.30 per hour.
Key Responsibilities:
- Investigate complaints related to land use, illegal activities, and zoning compliance based on suspected or evident violations.
- Conduct follow-up inspections to ensure compliance with land use permits.
- Recommend extensions or revocations of conditional and land use permits.
- Issue notices of violations and citations, and represent the department before the Planning Commission.
- Provide guidance to the public regarding compliance with zoning and land use regulations.
- Maintain accurate records of complaints, investigations, and other relevant documentation.
- Collaborate with other departments on shared enforcement issues and investigations.
- Stay informed about applicable ordinances and departmental objectives.
Minimum Qualifications:
Level I:
Experience: Two (2) years of progressively responsible experience in enforcing administrative rules and regulations involving field investigations and substantial public contact in a governmental setting.
Education: Completion of 60 semester units from an accredited college or university with major coursework in social or behavioral sciences, law enforcement, public administration, or a related field.
Level II:
Experience: Two (2) years of experience comparable to a Code Enforcement Officer I in Merced County.
Education: Same as Level I.
Both Levels:
Additional qualifying experience may substitute for the required education on a year-for-year basis up to two years. A bachelor's degree may substitute for two (2) years of required experience. A valid California driver's license is required at the time of appointment and must be maintained.
Special Requirement:
Must possess a valid Penal Code (PC) 832 Arrest, Search and Seizure Certification or equivalent within 12 months of employment.
Essential Functions:
- Operate a personal computer and other office equipment.
- Communicate effectively with others in person and over the telephone.
- Analyze data, interpret directions, procedures, and regulations, and develop appropriate responses.
- Perform job duties under stressful conditions.
- Maintain confidentiality in accordance with legal standards and/or County regulations.
- Establish, implement, and achieve goals and objectives.
- Conduct investigations in various weather conditions and terrains.
- Respond appropriately in adverse situations during investigations.
Knowledge of:
- Inspection methods and techniques.
- Zoning ordinances and departmental enforcement policies.
- Public relations approaches to gain compliance.
- Laws, ordinances, and regulations governing planning in California.
Ability to:
- Interpret laws, rules, ordinances, and regulations.
- Read maps, blueprints, and legal property descriptions.
- Prepare concise written reports.
- Establish and maintain effective relationships with the public.
- Communicate effectively, both orally and in writing.
