Vali Incorporated is seeking a highly skilled professional to support the Missile Defense Agency (MDA) as a subject matter expert in Department of Defense (DoD) Digital Transformation.
Key Responsibilities- Program Budget Office Representative: Serve as a key representative in digital transformation activities, including evaluating capability requests, decomposing business requirements into technical requirements, liaising between Program owned systems and external stakeholders, calculating and tracking return on investment, and providing analysis and recommendations in the adoption of new capabilities.
- Process Automation Coordinator: Coordinate with Program leadership and functional directors to identify process automation opportunities and develop strategies for implementation.
- Data Integration Specialist: Collect, organize, and integrate datasets from various financial and program management sources, including Obligation Status Reports, Budget Execution Data, Earned Value Management Data, Cost Data Reports, Program Schedules, Technical Requirements, and Programmatic data.
- Requirements Analyst: Develop Requirements Analysis, System Design documents, Architecture Design documents, System Prototypes, Test Plans and Reports, Objective Evidence, Implementation Plans, Training Documentation, and User Manual updates.
- Development Lead: Provide oversight of development activities, including leading Program Increment (PI) planning, developing capability Road Map, conducting Train-the-Trainer sessions, and troubleshooting assistance; provide surge support to development team as needed.
- Visualization Tools Developer: Assist program office personnel in developing visualization tools, including web-based tools, Qlik dashboards, PowerBi dashboards, and Excel add-ins.
- Education: Bachelor's degree in business or related field.
- Experience: 20 years or greater of financial analysis and support, 20 years or greater in technology upgrades, demonstrated experience in modern software development practices, including Scrum, DevSecOps, Agile, and Test-Driven Development.
- Skills: Established knowledge of Excel, MS Office suite, Visual Basic (VBA),.Net, SQL, and PowerBI, excellent communication skills (written and verbal), ability to lead and work in a team environment.
- Clearance: Applicants selected must be able to obtain and maintain a security clearance upon hire date.
- Advanced Education: Master's degree in business or related field with 15 years or greater of technology upgrade experience.
- MDA Data Systems Expertise: Established understanding of MDA data systems preferred.
- Security Certification: Security + certification preferred.
- DoD and MDA Policy Expertise: Expert knowledge of DoD and MDA policies, processes, and procedures to design information systems that assist management with decision making, policy formulation, or other managerial functions.
- Strategic Coordination: Must work independently and conduct strategic high-level coordination activities.
- Self-Starter: Must be a self-starter able to support multiple complex projects simultaneously.
