JOB DESCRIPTION

The Senior Financial Investment Analyst operates under the supervision of the General Accounting Director and plays a crucial role in formulating effective policies and procedures for the continuous assessment, valuation, and accounting of the City of Atlanta's Defined Benefit and Defined Contribution Plans. This position also involves maintaining accurate accounting for the City's centralized investments and their valuation. The Analyst collaborates closely with Investment Custodians and Fund Managers. Key responsibilities encompass, but are not limited to: serving as a liaison with the City of Atlanta's Treasury Office, acting as a primary resource on Alternative Investments during daily operations and audits, updating various financial models, and preparing thorough due diligence reports along with benchmark analyses.

Investment Monitoring

The Investment Analyst is tasked with developing, organizing, and maintaining suitable documentation for the ongoing oversight of the City's investments and alternative investments. This monitoring will be conducted in collaboration with Fund Managers and external consultants. Specific duties include:
  • Establishing effective monitoring practices and documentation to demonstrate a comprehensive understanding of the operations of alternative investment funds.
  • Conducting periodic benchmark analyses to evaluate the performance of the Plan's alternative investment portfolio against market indices.
  • Reviewing alternative investment funds' SOC 1 reports when available to ensure that identified user controls are effectively implemented.
  • Examining year-end audited financial statements of the underlying investee funds to ascertain comfort regarding the fair values of alternative investments.
  • Tracking capital commitments, unfunded capital commitments, and money-weighted returns throughout the fiscal year.
  • Analyzing the fund manager's audited financial statements in detail, noting any qualifications, changes in auditors, or alterations in valuation procedures.
  • Gaining a thorough understanding of each alternative investment agreement for ongoing operational monitoring.
  • Collaborating with Investment staff and consultants to develop an understanding of all fund operational and capital activities and comparing them to agreements for appropriateness.
  • Performing other duties as assigned.
    Investment Valuation
The valuation of Alternative Investments is intricate due to the absence of readily determinable market values. Responsibilities of the Investment Analyst include, but are not limited to:

• Reviewing the funds' valuation policy to ensure all underlying investments are covered and monitoring any changes to the policy annually.

• Developing an understanding of the underlying investments held by the funds and the processes employed for valuation.

• Conducting periodic reviews of valuations for compliance with the funds' valuation policy and overall reasonableness.

• Monitoring quarterly valuations of private equity and private real estate investments and investigating significant fluctuations.
  • Preparing appropriate internal documentation to substantiate the valuation review and any findings or adjustments.

• Assisting with year-end valuation analysis to support values reported in the City's annual audited financial statements.

Accounting
  • Coordinating and managing quarterly Defined Contribution Pension Committee Meetings.
  • Assisting with monthly reconciliations of the City's investments to the trial balance.
  • Investigating discrepancies in the recording of traded securities.
  • Reconciling investment balances reported by fund managers to the City's internal records.
  • Independently calculating fund performance and reconciling it with results presented by the fund and consultants.
  • Developing written procedures for accounting for investment pools established by the City.
  • Preparing and processing GASB reclassification of investments monthly close entries.
  • Ensuring all City's pooled investment securities are reconciled monthly between the External Investment Reporting System and Institutional Safekeeping Banks.
  • Analyzing and preparing monthly adjustments to record amortization of premiums/discounts, accrued/purchased interest, and realized/unrealized gains/losses.
  • Conducting monthly trial balance analysis of changes in investment earnings to ensure alignment with market activity.
  • Ensuring financial records accurately reflect asset classification per the City's Investment Policy.
  • Performing quarterly and year-end audit PBC schedules as assigned.
  • Assisting in the preparation of financial statements and annual reporting.
  • Executing other accounting functions as assigned by Management.
APPROPRIATE KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong grasp of accounting theory and application of generally accepted accounting principles and practices.
  • Ability to analyze complex alternative investment agreements.
  • Understanding of confidentiality and commitment to maintaining 100% confidentiality.
  • Proficiency in computer programs including Word, Excel, PowerPoint, Visio, and Access.
  • Willingness and ability to quickly learn new software and automated systems.
  • Strong project management skills with the ability to manage multiple projects simultaneously.
  • Extensive knowledge and experience working with trial balances on both modified and full accrual bases.
  • Prior experience in the valuation of complex underlying alternative investments or financing arrangements is preferred.
  • Exhibiting a high level of initiative and the ability to work with minimal supervision.
  • Ability to collaborate effectively in team settings to foster trust, cooperation, commitment, and team spirit.
  • Willingness to work outside normal hours when necessary to meet deadlines.
  • Commitment to acting in a highly ethical manner at all times.
QUALIFICATIONS

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS
  • Bachelor's degree from an accredited college or university in accounting or finance is required.
  • Working knowledge of accounting for stocks, bonds, and treasuries.
  • Familiarity with the alternative investment industry.
  • A minimum of three years of prior experience in alternative investments. CAIA (Chartered Alternative Investment Analyst) Certification is a significant advantage.
  • Knowledge of accounting principles and journal entry preparation is a plus.
  • Demonstrated proficiency in computer applications, including Microsoft Office products.
