Position Overview

This role is responsible for overseeing municipal legislative activities and providing insights in policy formulation discussions with elected representatives and departmental personnel. Work Environment
This position currently operates on-site for two days and remotely for three days, with potential seasonal adjustments.

Key Responsibilities
  • Evaluate and assess the effects of budget proposals and legislative measures.
  • Prepare briefing documents and inform leadership through both verbal and written communication, ensuring comprehensive understanding of budgetary concerns and implications.
  • Conduct intricate financial analyses for designated areas of responsibility, presenting findings and recommendations on the efficient and economical use of resources in alignment with municipal objectives.
  • Engage in strategic planning and develop both short-term (Budget Cycle) and long-term financial forecasts for assigned responsibilities.
  • Execute financial and statistical evaluations utilizing pertinent data.
  • Gather and scrutinize relevant data and information on assigned projects, compiling reports that summarize findings and present logical, objective conclusions along with alternative solutions.
  • Research project histories through financial records to assist in forecasting future opportunities and requirements.
  • Leverage financial systems to aid departments in their initiatives.
  • Manage extensive financial data utilizing the City's financial and budgeting systems.
  • Act as a high-level resource regarding financial data and systems within the assigned area.
  • Draft written reports that encapsulate findings.
  • Articulate the rationale behind objective conclusions and present viable alternatives for consideration.
  • Develop and present analyses for both long-term and short-term funding prospects.
  • Collaborate with leadership in designated areas to identify and evaluate opportunities for enhancing the deployment of budgeted resources.
  • Lead process improvement initiatives as necessary.
  • Produce all official documents related to the Mayor's Recommended Budget and the City's Adopted Budget in collaboration with other members of the Budget Office.
  • Assist in the preparation of financial reports, including the budget book.
  • Provide leadership and strategic counsel to department heads and managers with a high degree of autonomy.
  • Oversee special projects in the absence of the supervisor.
Qualifications

Education
Bachelor's Degree in Finance, Business, Economics, Policy, Accounting, or a related field.

Experience
A minimum of two (2) years in a public-sector setting focused on budget preparation and analysis.

Knowledge, Skills, and Abilities
  • A Master's Degree in Business, Economics, Public Policy, Public Administration, or a closely related field is highly desirable.
  • Understanding of public sector budgeting processes and the operational challenges associated with delivering a wide range of services to the public.
  • Knowledge of public financing and potential revenue sources to meet the City's resource requirements.
  • Extensive knowledge of budgeting, accounting, and investment principles and practices.
  • Strong understanding of financial analysis techniques, including cost-benefit analysis and forecasting.
  • Familiarity with financial accounting systems and databases relevant to the assigned area.
  • Ability to analyze, interpret, and report on analytical results.
  • Proficient in presenting clear and concise reports, both orally and in writing.
  • Capacity to establish and maintain effective working relationships at all levels within the City structure.
  • Demonstrated good judgment and political sensitivity.
  • Proficiency in Microsoft Office applications.
