Responsibilities:

SPECIFIC RESPONSIBILITIES:


Ensures that the University adheres to all applicable federal, state, and local laws and regulations concerning safety and security. The primary focus will be on the Vallejo, CA campus, with potential advisory roles for other TUC campuses/locations.

Key duties include preparing reports and presentations for leadership, conducting investigations, performing security and threat assessments, preparing and submitting the annual Clery security and fire safety report, and ensuring compliance with all Clery and California regulations. Additional responsibilities include assisting with Title IX investigations, managing the VAWA training program, preparing the annual operating and capital budget, and planning for special events such as graduations and dignitary visits. This role also involves managing CCTV, access control, and other security systems, overseeing parking and visitor management, maintaining the security vehicle fleet, and ensuring the functionality of outdoor emergency phone towers. The Chief will determine staff uniform requirements, manage mass notification systems, maintain memberships in professional security organizations, seek training opportunities, and write and submit security grants.

Acts as the Incident Commander during campus emergencies, weather events, and criminal incidents.

Coordinates with other campus departments and external agencies to utilize all necessary resources and implement measures to mitigate the impact of incidents. Acts as the primary liaison with emergency responders, develops and disseminates mass notification messages, and keeps University leadership informed with timely updates. Conducts post-event reviews and critiques.

Serves on the TUC Academic Leadership Team as a representative of Campus Security.

Makes staffing recommendations and assignments based on security assessments and personnel capabilities.

Responsible for recruiting and hiring staff, developing training programs for both new and existing security personnel, with a strong emphasis on emergency response, community relations, and customer service. Manages all personnel matters in collaboration with Human Resources and General Counsel, ensuring that security officers maintain proper licensing at all times. Trains Associate and/or Assistant Directors to assume Director responsibilities in their absence.

Continuously reviews, updates, revises, and develops security policies and procedures. Reviews all incident reports and other departmental documentation for accuracy and completeness.

Expected to develop an online computer dispatch and reporting system, coordinating dispatch, incident reporting, CCTV, access control, and alarm systems onto a unified platform.

Revises existing and creates new crime prevention strategies and training programs for students and staff, focusing on active shooter situations, lockdown procedures, evacuation protocols, shelter-in-place strategies, situational awareness, threat assessments, and emergency messaging. Collaborates with Touro Emergency Management staff to develop and participate in drills ranging from tabletop exercises to full-scale simulations.

Acts as a liaison to local, state, and federal law enforcement agencies and community organizations.

Other duties as assigned.

Qualifications:

  • 10+ years of law enforcement experience, including at least 5 years in a supervisory or command role within a federal or state agency, with a strong background in training and/or community relations preferred. Candidates with progressive experience in private security will also be considered.
  • Required education: Bachelor's Degree in Criminal Justice or a related field; Master's Degree preferred.
  • Graduate of the FBI National Academy or PERF Senior Management Institute for Police or equivalent training preferred.
  • Required to obtain and maintain a California state security guard license within 60 days of employment.
  • Technical/computer skills: Proficiency in Microsoft Word, PowerPoint, and Excel. Familiarity with CCTV and access control systems preferred.
  • Public speaking experience preferred.
