POSITION SUMMARY

The primary objective of this role is to oversee and direct the construction administration and management functions of the District's projects. This includes supervising and delegating tasks to staff and consultants, evaluating construction progress payments, costs, budgets, and timelines, as well as negotiating modifications and ensuring adherence to contract stipulations.

KEY RESPONSIBILITIES
  • Tracks construction project advancements by assessing and approving payments, cost forecasts, budgets, and schedules, addressing and resolving issues with team members, analyzing budget reports, and keeping staff informed about the current timeline.
  • Evaluates contract stipulations and modifications by negotiating change orders and assessing cost/time implications, enforcing contract compliance, interpreting specifications and drawings, guiding staff on change matters, reviewing estimates, design change notices, contract documents, and potential claims, and alleviating possible cost/schedule impacts.
  • Provides leadership by interviewing, hiring, and inspiring team members to execute assigned duties, forecasting and planning for anticipated workload and staffing requirements, delegating projects/tasks, and training personnel as necessary.
  • Facilitates construction operations by ensuring compliance with federal, state, and local regulations and utility requirements, representing the District at various meetings and before governing bodies, and engaging with local community groups and other agencies to address construction-related issues and concerns.

MINIMUM QUALIFICATIONS
Formal Education: A comprehensive understanding in a general professional or technical field is required. This knowledge is typically obtained through four (4) years of study at an accredited college or university, culminating in a Bachelor's degree or equivalent in Engineering, Construction Management, or a closely related discipline.

Substitution of experience for the required education is not accepted.

Experience: A minimum of five (5) years of experience in Engineering, which includes at least two (2) years in a supervisory capacity.

Documentation of required education beyond high school, such as college transcripts, diplomas, and/or certificates must be submitted at the time of application.
