Job Overview

Position: Strategic Planner

We are seeking a Strategic Planner to contribute to the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO). The DCSA PEO manages a comprehensive portfolio of enterprise-level information technology (IT) initiatives that leverage best practice methodologies for the creation and delivery of innovative IT solutions, enhancing DCSA's extensive National Security capabilities.

Key Responsibilities:

  • Oversee and manage all facets of strategic planning for PEO and associated program initiatives, ensuring timely and budget-compliant execution of plans.
  • Develop and present detailed reports to senior management on the status, progress, and performance of strategic initiatives.
  • Provide expert guidance and recommendations on strategic issues to senior leaders, aiding in decision-making and aligning projects with organizational objectives.
  • Identify and engage key stakeholders critical to the organizational strategy, ensuring their needs and insights are incorporated into planning efforts.
  • Conduct interviews and focus groups to collect insights and data that inform strategy development, ensuring a diverse range of perspectives are considered.
  • Analyze findings from interviews and focus groups to create and refine strategic plans, including objectives, actions, and performance metrics.
  • Facilitate discussions of strategic plans with stakeholders and leadership, integrating their feedback to enhance and finalize strategies.
  • Occasionally directed in complex tasks, gaining exposure to advanced aspects of strategic planning within a federal government context.

Qualifications:

  • A minimum of eight (8) years of experience managing intricate federal government acquisition projects.
  • Certification in Project Management is essential, demonstrating a formal understanding of project management principles.
  • Proven track record in managing and overseeing comprehensive strategic plans and implementation processes, ensuring adherence to deadlines and budgetary constraints.
  • Experience in preparing detailed reports for senior management, showcasing the ability to effectively communicate complex information.
  • Strong background in providing strategic advice and recommendations, focusing on aligning initiatives with organizational goals.
  • Expertise in stakeholder identification and mapping, with experience in conducting interviews and focus groups to support strategy development.
  • Demonstrated ability to capture and analyze data from various sources, developing strategic plans based on findings and stakeholder feedback.
  • Proven experience in socializing and refining strategic plans, with a history of integrating feedback from various organizational levels to finalize effective strategies.
  • Must possess an active DoD Secret Clearance.
