This role oversees the entire portfolio of projects from start to finish, working closely with customers to understand their needs and managing project portfolios. By expanding BlueHalo's mission support to Armed Forces and Intelligence Community customers, the Senior Program Manager plays a crucial role in the company's success.

Key Responsibilities
  • Project Management
    • Develop project plans, schedules, and budgets to ensure timely completion and effective resource allocation.
    • Monitor and manage project progress, milestones, and deliverables, identifying potential risks and implementing mitigation strategies to minimize impact.
    • Coordinate regular meetings and progress updates with the Division PMO team to ensure alignment and address concerns.
    • Monitor and manage project budgets, expenditures, and financial forecasts to ensure accurate financial reporting.
  • Communication and Stakeholder Management
    • Establish effective communication channels with customers to understand their needs and maintain customer relationships, ensuring timely and accurate information exchange.
    • Establish effective communication channels with subcontractors, primes, and internal stakeholders to ensure seamless collaboration and coordination.
    • Collaborate with finance and procurement teams to ensure timely procurement of project materials and services, aligning with company policies and procedures.
  • Operational Excellence and Strategic Initiatives
    • Coordinate resource allocation and optimization in collaboration with the PMO Team and other staff members to maximize efficiency and productivity.
    • Identify opportunities for process improvement, efficiency enhancements, and lessons learned to drive continuous improvement and innovation.
    • Stay updated with industry trends, emerging technologies, and best practices in software development, DevSecOps, automation, AI/ML, and project management to ensure BlueHalo remains at the forefront of innovation.
    Requirements
    • Education
      • Bachelor's degree in a relevant STEM or Program Management discipline, such as engineering, computer science, or business administration.
    • Experience
      • Minimum 10 years of experience with 5 years managing technical programs, with a proven track record of success in program management.
      • Experience developing and presenting schedule, financial, and/or technical briefings to stakeholders, including customers and senior management.
      • Experience with/understanding of DoD contracting and acquisition process, including familiarity with software agile development principles.
    • Skills
      • Excellent communication (verbal and written) and problem-solving skills, with the ability to effectively resolve challenging technical problems.
      • Ability to work independently and prioritize tasks efficiently, with a strong focus on meeting deadlines and delivering results.
      • Ability to effectively collaborate with cross-functional teams, including finance, procurement, and operations.
      • Proven ability to perform under the stress of frequent interruptions and/or distractions, with a strong focus on maintaining a high level of productivity and accuracy.
      • Proficiency in Microsoft Office Suite (OneDrive, Word, Excel, PowerPoint), with experience using business intelligence reporting tools such as PowerBI.
    • Security Clearance
      • Must be a U.S. Citizen and hold current TS/SCI eligibility, with a strong understanding of security protocols and procedures.
    • Desired Qualifications
      • Experience managing Analysis, Software Development, and R&D projects for DoD and IC customers, with a strong understanding of the DoD contracting and acquisition process.
      • MS or advanced degree in an engineering/program management field, such as engineering, computer science, or business administration.
      • Experience with business intelligence reporting (e.g., PowerBI) and Microsoft Project, with a strong focus on data analysis and visualization.
      • Familiarity with MASINT, SIGINT, GEOINT, and all-source intelligence analysis, with a strong understanding of the Intelligence Community's needs and requirements.
      • Formal training/certification in software agile development principles, with a strong focus on iterative development and continuous improvement.
      • Currently holds TS/SCI with CI Poly, with a strong understanding of security protocols and procedures.
