POSITION SUMMARY

The Technical Publications Management Specialist is responsible for overseeing the Central Technical Publications Library (CTPL) to ensure it remains comprehensive and up-to-date in accordance with established regulations. This role involves requisitioning, receiving, screening, reviewing, routing, distributing, and filing all incoming technical manuals and media.

The specialist will monitor distributed libraries and implement necessary control functions to manage data distribution effectively. Compliance with processes for classified technical media handling, including receipt, storage, distribution, inventory, and disposal, is crucial. Additionally, the role requires establishing and maintaining a training program for library personnel, including those in dispersed locations.

KEY RESPONSIBILITIES

  • Maintain accurate records and reports related to training programs.
  • Provide courteous and professional assistance to customers.
  • Assist in developing licensing and certification processes, including examinations and on-the-job training requirements.
  • Process and track special process certifications and re-certifications for personnel.
  • Ensure cleanliness and organization of the work environment.
  • Manage the CTPL in accordance with customer requirements.
  • Possess a thorough understanding of manual and publication management.
  • Ensure that all publications and directives in each library are current and complete.
  • Coordinate publication procedures with all library personnel.
  • Incorporate updates into the main library and distribute them accordingly.
  • Train personnel on the use and maintenance of technical publications libraries.
  • Facilitate the receipt and distribution of technical manuals necessary for maintenance operations.
  • Keep the Quality Assurance Manager informed of library activities.
  • Assist personnel seeking access to library resources.
  • Dispose of outdated materials following approved methods.
  • Order necessary publications in line with customer policies.
  • Maintain internal control and access to electronic publications.
  • Conduct scheduled audits and inventories of all libraries as required.
  • Report discrepancies through Technical Publications Deficiency Reports.
  • Participate in foreign object prevention initiatives on the flight line.
  • Perform additional tasks as directed by management.
  • Provide technical assistance and guidance as needed.
  • Maintain required records and documentation.
  • Adhere to safety and housekeeping protocols at all times.

QUALIFICATIONS/REQUIREMENTS

  • Ability to obtain a secret clearance.
  • Minimum of two years of experience managing a Technical Publication Library in a military environment.
  • Completion of an Aeronautical Technical Publications Library management course.
  • Proficient in reading, writing, and understanding English.
  • Willingness to work shifts as required.
  • High School diploma or equivalent; completion of Navy Aviation Class A School or equivalent military training is preferred.
  • Physical capability to perform assigned duties, including lifting up to 50 lbs.
  • Ability to maintain and inspect all company and customer assets safely and effectively.
  • Participation in training and qualification of new personnel.
  • Commitment to promoting communication regarding safety, quality, and compliance.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

This position requires physical movements typical of office and maintenance activities, including bending, walking, and lifting. The work environment may vary from comfortable to challenging conditions, including exposure to noise, weather changes, and potential hazards.

LICENSES AND CERTIFICATIONS

Possession of a valid driver's license may be required.
