Job Overview

Larson Design Group is seeking a seasoned Program Manager to lead our Highway Design Department. This role requires a strategic thinker with excellent leadership and communication skills to manage clients and projects from design to completion.

The ideal candidate will have a strong background in civil engineering, with a minimum of 15 years of experience in managing large-scale highway design projects. A Professional Engineer (PE) license is highly preferred.

Key Responsibilities:

  • Manage clients and projects, including design, communications, personnel management, budgets, schedules, quality control, business development, and client communication & relationships.
  • Assist in preparing and implementing annual business goals and multi-year strategic business plans for the Highway Design Department.
  • Manage services over $1M in annual revenue.
  • Create and track client proposals, including writing scope, technical & price proposals, statements of interests, amendments, developing budgets & schedules, and identifying potential issues.
  • Prepare workload forecasting reports.
  • Ensure compliance with all environmental, survey, and other rules, regulations, and permitting requirements.
  • Possess knowledge of Codes and Standards applicable to design of projects.
  • Prepare technical and price proposals, statements of interests, amendments, and schedules.
  • Promote, utilize, and support quality assurance and quality control processes to improve the quality of deliverables and reduce design errors & omissions.
  • Prepare, review, and coordinate contract agreements for projects. Sign contract agreement within the allotted parameters provided.
  • Identify new markets, develop leads & opportunities, perform business development activities, and pursue new geographies.
  • Coach, mentor, and motivate project team members and sub-consultants.
  • Direct, mentor, and guide team members and staff; provide annual performance evaluations and career development plans.
  • Manage project risk in accordance with company policy.

Education + Experience:

  • Education: Bachelor's or Master's Degree in Civil Engineering.
  • Experience: Minimum of fifteen (15) years experience.
  • Licensure/Certification: Professional Engineer (PE) or other professional licensure in field of expertise strongly preferred.

Preferred Qualifications:

  • Ability to work both independently and as part of a Project Team, possess strong leadership & interpersonal skills, and strong time management skills.
  • Ability to interact professionally with clients, vendors, regulatory agencies, and other external sources in a professional manner.
  • Proficiency in public speaking, creating presentations, and delegation.
  • Knowledge of Microstation, Open Roads Designer, and ASTA is a plus.
