Public Health Exercise Evaluator - Data Collection, Management, & Analysis
DecisionPoint is looking for an Exercise Evaluator specializing in Data Collection, Management, and Analysis to support the PXE Evaluation Team. This role is crucial in ensuring that various requirements are addressed throughout the exercise evaluation cycle, including:

Data Collection & Analysis: Develop diverse data collection instruments and analytical frameworks. Code and analyze both qualitative and quantitative datasets to pinpoint strengths and areas needing enhancement.

Remote work is preferred, but in-person or hybrid training may be necessary.

Contracted individuals will act as controller-evaluator leads, concentrating on finalizing evaluation documentation, training and organizing Subject Matter Expert (SME) evaluators, and executing the evaluation of primary exercise objectives.

These positions are temporary and will not exceed 8 weeks.

Duties & Responsibilities:
The responsibilities will encompass, but are not limited to the following:
  • Engage with CDC subject matter experts designated as evaluators.
  • Provide technical assistance to the Evaluation Lead in finalizing the exercise Evaluation Plan and specific evaluation methodologies.
  • Assist in refining evaluation criteria.
  • Support the development of the Master Scenario Events List (MSEL).
  • Coordinate exercise evaluation documentation.
  • Assist the Evaluation Lead in completing the Evaluation Plan.
  • Train SME evaluators prior to the exercise on evaluation documentation, exercise rhythm, and daily reporting.
  • Offer guidance to SME evaluators during the exercise; collect daily observations.
  • Conduct post-exercise Hotwashes for various components.
  • Upon conclusion of the exercise, consolidate all evaluation and observation inputs to develop the initial After Action Report/Improvement Plan.

Qualifications, Knowledge, Skills, Abilities, and Experience:
  • Ability to obtain a Public Trust.
  • A minimum of 1-2 years of relevant experience is required.
  • Extensive experience in designing, developing, and implementing quantitative and qualitative data collection tools (e.g., surveys, exercise evaluation guides, hotwash guides, interview guides).
  • Expertise in qualitative data management and analysis, including coding, data interpretation, and visualization.
  • Proficiency in qualitative analysis software (e.g., NVivo, MAXQDA, or similar).
  • Proficiency in quantitative data management and analysis software (e.g., R, SAS, or STATA).
  • Ability to swiftly adapt to changes in data collection and reporting priorities.
  • Proficiency in using Microsoft Suite of products and virtual communication tools (e.g., Zoom).
  • Highly flexible and adaptable in a rapidly changing environment.
  • Strong organizational and project management skills.
  • Excellent oral and written communication skills.
  • Strong coordination and communication abilities.
