Job Summary:
iCallidus is seeking an experienced IT Portfolio Management Lead to provide expert-level support for NIH's IT Investment Portfolio and ensure compliance with federal policies, including GAO, OMB, HHS, and NIH Capital Planning and Investment Control (CPIC) requirements.
Key Responsibilities:
- Portfolio Optimization: Lead NIH's IT portfolio optimization efforts by leveraging outcome-driven metrics, linking risk to value, and validating portfolio decisions to meet desired business outcomes.
- Compliance and Governance: Ensure the NIH IT Investment Portfolio complies with CPIC, Technology Business Management (TBM), and Enterprise Performance Life Cycle (EPLC) requirements.
- Operational Oversight: Provide operational oversight support for NIH IT governance groups, including Enterprise Information Technology Council (EITC), IT Budget Advisory Council (ITBAC), and other senior IT governance committees.
- Collaboration and Communication: Collaborate with business units, technology, and security architects to align IT portfolio decisions with NIH's strategic objectives.
- Investment Assessment: Prepare, analyze, and present NIH investment assessments to leadership and external federal entities, including GAO, OMB, and HHS.
- Budget Review: Facilitate and support functional budget reviews across NIH's Office of the Chief Information Officer (OCIO), conducting variance analysis to improve future planning.
- Compliance and Policy: Ensure ongoing compliance with federal IT policies and guidelines, supporting leadership in strategic planning and policy interpretation.
Qualifications:
- Education: MBA in IT Management or Project/Program Management.
- Certifications: PMP preferred or PgMP is highly desirable.
- Experience: 8 years of IT program management in technology solution delivery.
- Agile Methodologies: 5+ years of experience with Agile Methodologies and project management.
- Capital Planning and Investment Control (CPIC): Strong understanding of CPIC processes, Technology Business Management (TBM), and federal policies.
- FEAF and TOGAF: Strong background and understanding of FEAF and TOGAF framework.
- Federal Policies: Strong understanding with OMB, GAO, NIH, and HHS compliance.
- Leadership and Coordination: Proven leadership in guiding major IT investments and ensuring compliance with federal regulations.
- Analytical and Presentation Skills: Exceptional analytical skills, particularly in financial management and budget variance analysis.
- Communication and Presentation: Strong presentation and communication skills, capable of conveying complex IT strategies to senior leadership.
- Federal IT Investment Policies: In-depth knowledge of federal IT investment policies, such as FITARA, HHS EPLC, and federal enterprise architecture guidelines.
- Strategic Planning and Risk Management: Strategic planning and risk management expertise, with the ability to advise on innovative approaches to portfolio management.
- NIH Digital Transformation: Familiarity with NIH's digital transformation efforts and the federal IT governance structure, with a focus on supporting ITMC initiatives.
Work Environment:
Full-Time, On-Site in Washington D.C.
Clearance:
Must be able obtain and maintain a Public Trust Security Clearance. US Citizenship is required.
