Qualifications


Applicants should possess a Bachelor’s degree in Civil Engineering and a minimum of seven (7) years of experience in public works or a total of twelve (12) years of relevant work experience.

A California Professional Civil Engineer registration is preferred.

Ideal candidates will exhibit:

  • Strong independent judgment and decision-making capabilities
  • Management and leadership skills
  • Proficiency in building and maintaining positive relationships with clients and public agency representatives, as well as internal colleagues

Required experience includes:

  • Oversight of engineering teams (including task assignments, work reviews, and quality assurance)
  • Management of project timelines and financials
  • Engagement with public agencies
  • Drafting contracts, fee proposals, and work scopes
Candidates should demonstrate a track record of business development along with substantial experience in client and public agency interactions.

Technical expertise should encompass a combination of the following:

  • Capital improvement initiatives
  • Design-build, pipeline, transportation, and water resource projects
  • Preliminary engineering design assessments (considering site constraints and regulatory challenges)
  • Preparation and processing of public works
  • Development of improvement plans and specifications
  • Creation and processing of design-build documentation for contractor clients and public agency stakeholders.


This position necessitates extensive experience and proven engineering skills across all facets of public works infrastructure projects, alongside the ability to engage effectively with clients and public agencies.
