Position Overview:

Essential Qualifications:

Candidates should possess field investigative experience, which includes:

  • Conducting interviews with witnesses and relevant parties.
  • Taking detailed written statements and affidavits.
  • Collecting and analyzing both physical and documentary evidence.
  • Preparing comprehensive written reports of investigative findings.

Relevant experience may include roles such as police detective, insurance investigator, licensed private investigator, federal or state investigator, or similar positions involving trial preparations and detailed reporting.

Non-qualifying Experience:
Experience in routine police patrol, security positions, or roles unrelated to investigative work will not be considered qualifying.

Educational Credentials:
Applicants with an associate degree in fields such as criminal justice, cyber security, or forensic science will receive credit for two years of required experience. A bachelor’s degree in the same areas will equate to four years of experience.


Position Requirements:

To qualify for the Investigative Specialist 1 Cannabis role, candidates must meet specific experience criteria:

  • Investigative Specialist Trainee 1 Cannabis: Four years of qualifying experience or an associate degree plus two years of qualifying experience.
  • Investigative Specialist Trainee 2 Cannabis: Five years of qualifying experience or an associate degree plus three years of qualifying experience or a bachelor’s degree plus one year of qualifying experience.
  • Investigative Specialist 1 Cannabis: Six years of qualifying experience or an associate degree plus four years of qualifying experience or a bachelor’s degree plus two years of qualifying experience.

Applicants may also be considered if they are currently reachable on the appropriate eligible list for this title or are current New York State employees with qualifying permanent service.

Peace Officer Requirements:
Candidates must meet the requirements for Peace Officer status and adhere to physical and medical standards for the role.


Key Responsibilities:

Under the supervision of the Investigative Specialist 2 (Cannabis), the incumbent will:

  • Investigate potential violations of cannabis laws and regulations.
  • Conduct inquiries into cannabis license businesses and illicit activities.
  • Perform a variety of enforcement and regulatory investigative tasks to gather information.
  • Review cases or complaints to determine applicable laws and necessary information.
  • Plan investigations based on policies and the seriousness of issues.
  • Engage with witnesses, complainants, and others to gather relevant information.
  • May arrest and process subjects according to established procedures.
  • Take statements and affidavits, ensuring all facts are accurately documented.
  • Identify and search for public and private documents to locate persons of interest.
  • Develop leads and conduct surveillance as necessary.
  • Safeguard evidence in accordance with legal requirements.
  • Collaborate with law enforcement and other entities to share and obtain information.
  • Participate in joint operations targeting non-compliance with laws.
  • Prepare detailed written reports of investigative findings and recommendations.
  • Discuss findings with supervisors and program specialists.
  • May oversee a range of supervisory functions.
