Key Responsibilities
This position is characterized by advanced responsibilities and complex duties, including:
  • Overseeing and guiding the work of engineering staff engaged in intricate civil engineering functions related to capital improvement and new development projects.
  • Training team members in engineering methodologies, procedures, and techniques.
  • Verifying the accuracy and compliance of work performed by staff, ensuring adherence to safety standards.
  • Participating in the recruitment and training of engineering personnel, addressing performance issues, and implementing disciplinary measures as necessary.
  • Managing engineering and development contracts, including negotiating terms and facilitating infrastructure improvements.
  • Executing project management duties for complex engineering initiatives, including budget preparation, design oversight, and progress monitoring.
  • Assessing the feasibility of proposed engineering tests and products, and coordinating with external professionals to achieve project objectives.
  • Preparing comprehensive contract specifications for complex public works projects, conducting technical reviews, and ensuring compliance with municipal codes.

  • Creating master plans for capital improvement projects, including planning, funding, and assembling professional teams.
  • Delivering complex engineering reports and presentations to various municipal committees.
  • Maintaining awareness of industry trends and developments, and revising policies and standards as needed.

Qualifications
The following qualifications are typically required:

  • Education: A Bachelor's degree in civil engineering or a related field from an accredited institution.
  • Experience: A minimum of five years of progressively responsible professional engineering experience, including two years at a comparable level.
  • Licensure: A valid driver's license and registration as a professional engineer, or the ability to obtain such registration within a specified timeframe.

Work Environment
This role involves both office and fieldwork, with potential exposure to various environmental conditions. Physical demands include the ability to stand or sit for extended periods, perform manual tasks, and communicate effectively.
