The role involves supporting the objectives of the FM Business Solutions Office (FMZ) in creating, planning, and implementing effective solutions for the enhanced processing, analysis, collection, organization, storage, management, retrieval, and utilization of financial data across the organization.
Key Responsibilities:
- Provide support to the Financial Management Directorate and FM Business Solutions Office (FMZ).
- Assist in financial management operations for government entities.
- Monitor and coordinate resource allocations for various programs.
- Engage with Government representatives during meetings.
- Support the Geospatial Intelligence Financials (GEO-F) and Organization Requirements and Budgeting Information Tool (ORBIT) systems, including future enhancements.
- Comprehend the Planning, Programming, Budgeting, and Execution Cycle.
- Develop and validate financial requirements.
Additional Duties Include:
- Creating, maintaining, and supporting program schedules.
- Formulating business cases for financial system enhancements and proposing solutions.
- Developing and maintaining system documentation and training materials.
- Establishing and validating methodologies for data migration between systems.
- Participating in collaborative meetings regarding the operations and maintenance of core financial systems.
- Designing IV&V testing processes to ensure financial results are validated before implementing system enhancements.
- Coordinating and participating in technical exchange meetings to address architectural, design, system interoperability, and policy issues.
- Defining and developing technical requirements and specifications for development and testing after assessing operational needs for enhancements or system changes.
- Participating in milestone events, including requirement reviews, design reviews, and program management reviews.
- Collaborating with security organizations to facilitate security certification and accreditation documentation and activities.
- Implementing financial systems in the federal environment from both a systems and functional perspective.
- Creating reference architectures, implementation plans, CONOPs, exercise plans, data strategies, and process flows.
- Providing detailed comparisons of all relevant release notes for system upgrades.
- Coordinating with the system owner and ASP to ensure all subsystems meet user requirements.
Required Qualifications:
- Active TS/SCI clearance is mandatory; CI polygraph is preferred.
- A Bachelor's degree or higher in a business-related field such as Business, Finance, Accounting, Management, Computer Science, or Economics.
- A minimum of 8 years of experience in evaluating federal financial business processes, developing financial system options, and implementing solutions, including demonstrated experience in federal financial management across programming, planning, budgeting, execution, and accounting.
Additionally, specialized experience in the following areas is required (total of 6 years):
- 2 years of experience conducting analyses in Momentum Financials involving complex technical parameters, acquisition and technical requirements, procurement, and business principles.
- 2 years of experience with Momentum software lifecycle management activities, including requirements gathering, configuration management, and system testing for Momentum-based financial system upgrades and enhancements.
- 1 year of experience resolving FISCAM audit Notification of Findings & Recommendations (NFR).
- 1 year of experience performing SAR reviews on SSAE 18.
