Position Overview:

The Arizona State Land Department oversees a vast array of leases and beneficiaries, generating significant annual revenue. The Accountant 2 role, under the supervision of the Accounting Supervisor, is pivotal in ensuring accurate financial management of payroll, asset oversight, and collections, adhering to GAAP and relevant state policies.

Key Responsibilities:

  • Generate monthly accounts payable reports to assess processing efficiency and ensure compliance with audit protocols.
  • Maintain and prepare long-term leases in accordance with Governmental Accounting Standards Board (GASB87) guidelines.
  • Compile the agency's Annual Comprehensive Financial Reports (ACFR).
  • Manage information technology fixed assets in line with GASB94 standards.
  • Evaluate operational accounting needs and propose effective solutions for financial challenges.
  • Track and manage Commissioner orders related to lease defaults and permit cancellations.
  • Oversee lease cancellations, ensuring accuracy in open invoices.
  • Monitor the appraisals revolving fund for payment processing and revenue tracking.
  • Provide backup support for the Accounting Specialist III in processing accounts payable invoices and various billing cycles.
  • Collaborate on payroll activities, including reporting and auditing time records within HRIS, AFIS, and ETE systems.
  • Assist in fixed asset management, including reconciliation and inventory maintenance.
  • Handle the Department's delinquent payments and accounting defaults, ensuring timely reporting.
  • Facilitate the Department's collections and manage referrals of uncollectible debts to the Attorney General's office.

Remote Work Flexibility: This position may allow for remote work within Arizona, depending on departmental needs and performance metrics.

Essential Duties:

  • Conduct bi-weekly payroll processing and related reporting, ensuring accuracy in time records and financial transactions.
  • Monitor delinquent payments and manage suspense funds, ensuring timely collection processes.
  • Handle daily accounts payable communications, ensuring proper documentation and verification of financial transactions.
  • Oversee fixed asset management and reporting, ensuring compliance with state accounting systems.
  • Engage in continuous improvement practices, participating in team huddles and identifying process enhancements.
  • Perform additional relevant duties as assigned.

Qualifications:

The ideal candidate will possess a strong understanding of real estate transactions, governmental accounting principles, and the ability to analyze complex financial data. Strong analytical, organizational, and communication skills are essential for success in this role.

Education and Experience:

A Bachelor's degree in a relevant field and a minimum of one year of governmental accounting experience are preferred, along with three years of professional accounting experience.
