Job Overview:

The Texas Department of Aging & Disability Services is seeking a dedicated individual to perform essential accounts payable functions and act as a key resource for the Regional Accounting Office. This role operates under general supervision, allowing for some initiative and independent decision-making. Responsibilities include auditing the accuracy of work performed by others and ensuring timely corrections are made. The successful candidate will leverage their knowledge of Health and Human Services (HHS) Procurement policies to guide payment decisions and serve as the primary contact for various stakeholders including State Office Accounting, Budget, Purchasing, Asset Management, vendors, and other state agencies.

Key Responsibilities:
- Maintain a regular and predictable attendance in line with agency policies.

- Process invoices and prepare purchase vouchers for goods and services through HHSAS Financials, ensuring valid purchase orders and contracts are in place prior to payment.

- Guarantee timely invoice payments to prevent interest assessments, coordinating with Business Services for necessary HHSAS receiving reports and service verifications.

- Monitor contract purchase orders to ensure expenses remain within contracted limits and manage the Voucher Aging Report.

- Proactively follow up with vendors for outstanding invoices and resolve any payment discrepancies.

- Act as a Super User or backup in the purchasing process, tracking requisitions and entering information into HHSAS Financials after obtaining required approvals.

- Communicate with PCS to ensure accurate and complete purchase order assignments.

(15%)

- Assist in managing the Office Depot On-Line Supply Purchasing System. (15%)

- Compile and analyze financial data to prepare reports for the Regional Financial Services Manager, aiding in budget monitoring and projections.

- Support the maintenance of the regional workbook for cost pool management. (15%)

- Process accounts receivable by receiving vendor checks and preparing receipts for appropriate departmental credit. (5%)

Required Knowledge, Skills, and Abilities:
- Understanding of payment and procurement policies and procedures.

- Proficiency in advanced accounting principles and practices.

- Familiarity with automated financial systems, particularly HHSAS Financials and USAS.

- Competence in standard office software, including Microsoft Office Suite.

- Ability to work accurately with numerical data and perform mathematical computations.

- Skill in analyzing, auditing, and interpreting accounting and budget data.

- Capability to establish and maintain accounting controls and operational reports.

- Proficient in using calculators, personal computers, and related office equipment.

- Strong analytical skills for expenditure information and budget projections.

- Professional and courteous conduct in business interactions.

- Ability to foster effective working relationships and communicate clearly, both orally and in writing.

- Capacity to manage multiple tasks and meet deadlines independently with limited supervision.
