What You Will Do:
In this position, you will be responsible for executing intricate accounting tasks related to departmental and countywide financial operations, ensuring the accuracy of the County's financial systems.
Key Responsibilities
  • Conduct professional accounting and financial management tasks in a complex financial environment.
  • Offer professional and technical guidance within established accounting principles, theories, concepts, and current regulatory standards.
  • Develop and implement consistent accounting practices across county financial systems, following policies set by the Deputy Finance Director and/or Finance Director.
  • Assist in preparing monthly and year-end financial statements, including journal entries and reconciling general ledger accounts. Prepare schedules as directed by the Deputy Finance Director to meet various audit deadlines and for the County's Comprehensive Annual Financial Report.
  • Participate in the review and audit of County accounting systems; identify weaknesses and help develop suitable solutions.
  • Support County departments in capital and annual budget preparation and review, including assisting with quarterly and annual budget variance reports.
  • Advise departmental personnel on budget inquiries, proper expenditure coding, and other accounting-related activities.
  • Maintain multiple inventory counts and departmental fixed asset inventories, including periodic physical inventories to ensure the existence, location, and condition of assets.
  • Provide support and development for JD Edwards applications, including module development, training staff, and assisting with system upgrades.
  • Conduct various financial and cost analyses as requested for senior management.
  • Prepare quarterly and annual reports for state agencies as assigned.
  • Assist in grant monitoring as needed and provide financial information for single audit completion.
  • Apply payroll rules/policies and federal/state regulations to departmental and construction projects as necessary.
  • Create and maintain project budgets and job cost analyses for supported departments.
  • Generate monthly invoices and statements for state and municipal accounts.
  • Manage and monitor agency accounts, including patient and inmate funds.
  • Present and clarify financial information to County Board Supervisors, County Administrator, Department Heads, and various staff members.
  • Perform other duties as assigned.
Qualifications
  • Bachelor's degree in Accounting, Business Administration, or a related field. A minimum of two years of experience in accounting, focusing on cost and financial analysis, or a combination of education and experience that provides the necessary knowledge, skills, and abilities.
  • Experience in governmental accounting is preferred.
  • Experience in a skilled nursing facility is advantageous.
  • Ability to establish and maintain positive working relationships with colleagues and department heads.
  • Ability to work independently.
  • Strong knowledge of common office applications, particularly MS Office, with expertise in Excel and proficiency in word processing and presentation software.
  • Excellent oral and written communication skills.
  • Ability to maintain confidentiality.
  • Ability to establish and maintain effective working relationships with the public, staff, and inter-departmental teams, exercising tact and courtesy.
  • Demonstrated reliability, resourcefulness, and good judgment.
  • Ability to handle sensitive data confidentially and maintain discretion and integrity.
  • Ability to understand and comply with federal, state, and county regulations and accounting standards.
  • Ability to follow complex oral and written instructions.
  • Ability to comprehend interdepartmental relations.
  • Skilled in designing and implementing complex spreadsheets and databases.
  • Strong analytical and problem-solving abilities.
  • Adaptable to change and quick to learn.
Work Environment & Physical Requirements

WORKING RELATIONSHIPS
  • Collaborate with various employees and department heads.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
  • Work is primarily conducted in a standard office setting. Ability to frequently lift up to 20 pounds and alternate between sitting and standing as required.
  • Must be able to operate standard office equipment, including telephone, computer, facsimile, calculator, printer, and photocopier.
  • Risk of exposure to bloodborne pathogens is considered low.
