Job Summary

We are seeking a highly skilled Senior Civil Engineer to join our team at the Town of Niskayuna. As a key member of our Engineering Department, you will be responsible for performing advanced engineering work in the design, investigation, maintenance, and control of engineering and related public works projects.

Key Responsibilities
  • Supervise and participate in the preparation, review, and revision of plans, specifications, and design of engineering and public works projects.
  • Supervise and participate in field survey inspection and data taking for the purpose of collecting information to serve as the basis for preparation of estimates, plans, and specifications for engineering and public works projects.
  • Direct projects and supervise employees dealing with operation, maintenance, and construction of water, sewer, drainage, and water quality.
  • Prepare specifications, coordinating technical services, and final inspection of major construction projects conducted by outside contractors involving municipal facilities.
  • Participate in the continuing evaluation of technical standards for public works engineering practices through study of current literature, attending technical meetings and seminars, discussions with peers, etc.
  • Assist in coordinating the efforts and inspecting the work of consulting engineers and architects whose services have been acquired for the performance of engineering projects.
  • Provide coordinating technical services and final inspection of major construction and maintenance projects conducted by the Department of Engineering personnel for highways, parks, and building projects.
  • Supervise and participate in office operations of the Department of Engineering for purchasing supplies and equipment, maintenance of equipment, maintenance of filing systems for correspondence, reference, and maps and plans, materials.
  • Assist in instructing subordinate employees in conducting the work of the Bureau of Engineering and in the maintenance and operation of equipment assigned to the Department.
  • Supervise and participate in the administration and presentation of applications for state and federally funded programs for highway, parks, and building construction.
  • Review planned building alterations and construction for structural safety and design.
  • Conduct long-range engineering studies to determine future public works construction programs.
  • Supervise and participate in the preparation of purchase specifications and analysis of bidding documents to make recommendations for contract awards for the purchase of materials and equipment for other bureaus and departments.
  • Supervise and participate in the preparation of engineering cost estimates for proposed programs and alternatives as requested by other departments and bureaus.
  • Confer with superiors on a variety of engineering projects dealing with cost projection, work load, feasibility studies, etc.
  • Make recommendations regarding quality control and efficiency of departmental services related to engineering functions.
Requirements
  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Civil Engineering or a related engineering field and four (4) years of engineering experience.
  • Or graduation from a regionally accredited or New York State registered college with an Associate's Degree in Civil Engineering or a closely related field and eight (8) years of engineering experience.
  • Or graduation from high school or possession of a high school equivalency diploma and twelve (12) years of engineering experience.
  • Or an equivalent combination of training and experience as defined by the limits of (a), (b), and (c) above.
Special Requirement After Appointment

Must obtain a license to practice as a professional engineer in New York State within 18 months of employment.
