- **Financial Analysis**: Review financial information and ensure compliance with HUD regulations, identifying areas for improvement and implementing changes as needed.
- **Board Support**: Serve as Secretary to the HAFC Board of Commissioners, providing administrative support and ensuring that the Board is well-informed and prepared for meetings.
- **Budget Development**: Develop the Authority's budget for Board review and approval, working closely with the Board and other stakeholders to ensure that the budget aligns with the Authority's mission and goals.
- **Policy Implementation**: Revise and/or formulate policies and promote their implementation, ensuring that all stakeholders are aware of and understand the policies and procedures in place.
- **Partnerships and Agreements**: Manage relationships/agreements with external partners/vendors, ensuring that the Authority's interests are represented and that partnerships are mutually beneficial.
- **Performance Evaluation**: Evaluate overall performance by gathering, analyzing, and interpreting data and metrics, identifying areas for improvement and implementing changes as needed.
- **Education**: Bachelor's degree in a related field required, Master's degree highly preferred.
- **Experience**: Five (5) years' experience in housing management, community development, public administration, or a closely related field, with at least five (5) years in a significant management capacity at a public housing authority or other similar experience in the public sector.
- **Knowledge and Skills**: Working knowledge of HUD regulations regarding public housing agencies and the Housing Choice Voucher Program, as well as knowledge of policies, processes, and requirements of the Housing Choice Voucher Program.
- **Analytical and Critical Thinking Skills**: Strong analytical and critical thinking skills, with the ability to evaluate complex data and make informed decisions.
- **Leadership and Communication Skills**: Strong leadership and communication skills, with the ability to effectively communicate verbally and in writing and to give clear direction.
- **Mentoring and Support**: Ability to mentor and support staff members so that each one succeeds in their respective roles.
- **Analytical and Critical Thinking Skills**: Strong analytical and critical thinking skills, with the ability to evaluate complex data and make informed decisions.
- **Bondability**: Must be bondable.
- **Driver's License**: Must possess a valid driver's license.
- **Microsoft Office Suite**: Proficient with Microsoft Office Suite or related software.
This job operates in a public housing environment and may periodically travel to different sites.
**Physical Demands**The position may occasionally be required to sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee may frequently lift up to 15 pounds.
