Job Summary

Sayres & Associates is seeking a highly skilled Senior IT Specialist and C4ISR Systems Subject Matter Expert to support the PMS325 Communications and C4I Team for United States Naval Ships Auxiliary Platforms in San Diego, CA.

Key Responsibilities
  • Lead IT Systems project coordination and provide policy guidance to IT management, staff, and customers to deliver C4I turnkey suites to T-Ships.
  • Oversee acquisition, design, testing, System Operational Verification Tests (SOVTs), and system cutover plans for C4ISR systems.
  • Ensure compliance with safety and security protocols, including managing sensitive cryptographic material.
  • Supervise personnel in the Communications Department to efficiently and accurately process naval message traffic and operate equipment within the Communications Department area of responsibility (AOR).
  • Provide financial oversight, manage interoperability testing, installation, and cybersecurity authorization for C4ISR systems.
  • Offer expertise in systems engineering, project coordination, and policy guidance for IT and C4I systems.
  • Coordinate and lead technical meetings with multiple stakeholders (PEO SHIPS, NAVSEA, PEO C4I, MSC, etc.).
  • Assist with Risk Management Framework (RMF) and shipboard oversight.
Requirements
  • Experience managing a communications department in a shipboard environment, with military E7 and above training in radio electronics, computer technology, telecommunications, or commercial equivalent.
  • LAN Administrator experience.
  • Extensive knowledge of C4I systems, Navy policies, shipbuilding, and fleet support.
  • Skilled in problem-solving, technical analysis, and collaboration with senior leadership.
  • Familiarity with cybersecurity protocols, system integration, and IT-related laws and directives.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Knowledge of all aspects of Program of Record C4I systems, Program Management, Systems Engineering, Platform Integration C4I acquisition, and PEO C4I policies and processes.
Preferred Requirements
  • Three (3) years documented cumulative experience sailing on MSC vessels as a permanent Chief Radio Electronics Technician (CRET) or temporary Ship Communications Officer (SCO).
  • Knowledge of all aspects of New Construction shipbuilding and ship modernization processes, policies, and procedures.
  • Experience as the shipboard SCO/CRET aboard at least two (2) AKE or EPF class vessels.
  • Ability to obtain or have Top Secret Clearance verifiable in DISS. You must have Top Secret eligibility within the last 24 months; or current active Secret clearance eligibility.
  • Ability to travel ~10-25 to support the ships once delivered to MSC in the SCN window.
Salary and Benefits

The salary for this position is likely $80,000 - $140,000. Salary ranges are not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location, and possibly contractual requirements and could fall outside of this range.
