POSITION SUMMARY:

This professional role is dedicated to acting as the Administrator in the formulation, distribution, and awarding of bids and proposals aimed at acquiring goods and/or services while adhering to budgetary constraints and regulatory standards. Responsibilities include overseeing contract management and supporting the Purchasing Manager during their absence.

KEY RESPONSIBILITIES:

The following outlines the primary responsibilities of this position, though it is not an exhaustive list of all duties. Additional tasks may be assigned as necessary:

  1. Coordinate the acquisition of goods and services in compliance with all relevant federal, state, and local regulations, policies, and procedures. Maintain precise records and ensure follow-up.
  2. Evaluate current procurement processes and suggest enhancements through improved procurement strategies, e-procurement, privatization, bulk purchasing, standardization, value analysis, or cooperative purchasing. Prepare and assess competitive sealed bids, proposals, and formal written quotes.
  3. Assist in crafting highly technical and intricate specifications, contracts, and solicitation documents, including all necessary research and value analysis.
  4. Collaborate with various Departments to negotiate with consultants and contractors regarding specifications, scope of work, pricing, terms, and conditions.
  5. Investigate market sources and suppliers to identify the most cost-effective and competitive pricing for the procurement of supplies and services.
  6. Uphold the integrity of the public procurement process.
  7. Facilitate Meetings: Organize meetings and oversee the activities of evaluation committees.
  8. Review Purchase Orders: Examine requisitions to ensure adherence to proper procurement procedures and recommend alternatives for enhanced value.
  9. Review and execute contracts, purchase orders, change orders, and other documents within authorized limits.
  10. Administer the P-Card program, which includes training, card issuance, receipt entry review, and monthly charge reconciliation. Conduct annual and periodic inventories of cards.
  11. Provide Customer Service: Engage with employees, consultants, contractors, and suppliers to familiarize them with procurement policies and procedures and gather information on required products and services.
  12. Effectively communicate purchasing policies and procedures. Develop training materials and offer purchasing-related training as necessary.
  13. Consistently adhere to Board policies and procedures.
  14. Adapt to changes productively and perform all other related tasks as required and directed.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Understanding of the principles, practices, and legal requirements of public procurement.
  • Familiarity with general government operations, including fixed assets, fuel sites, and purchasing card processes.
  • Ability to follow and enforce Board-adopted policies and procedures.
  • Competence in conducting cost and statistical analyses.
  • Ability to maintain effective working relationships with colleagues, supervisors, managers, directors, elected officials, vendors, and the public.
  • Strong oral and written communication skills.
  • Proficiency in computer software programs such as Microsoft Office Suite, including Word, Excel, PowerPoint, and other database software.
  • Capability to prepare specifications and evaluate quotes, bids, and proposals.
  • Ability to plan, develop, and execute tasks and projects.
  • Knowledge of relevant Florida Statutes on Purchasing, Professional Services, and Construction.
  • Awareness of federal regulations related to grant funding.
  • Proficiency in software programs such as Microsoft Office Suite, Adobe, and other necessary applications. Familiarity with Microsoft Teams, Cisco Jabber, FinPlus ERP, and Cobblestone contract management software is advantageous.
PHYSICAL REQUIREMENTS:

The individual in this role must be able to remain stationary for approximately 70% of the time. Frequent positioning to reach files and other office items on low shelves or the floor is necessary. The role involves inspecting and assessing daily email and postal correspondence, as well as frequent communication with the public, vendors, businesses, colleagues, and the Board of County Commissioners. The ability to exchange accurate information in these situations is essential. The position requires frequent operation of various office equipment, including computers and copy machines, occasional stair navigation, and rare movement of materials and office equipment weighing up to 25 lbs. The individual will primarily work indoors, with rare exposure to inclement outdoor weather conditions and the ability to perform site visits in potentially rough terrain or construction zones. Occasional operation of a motor vehicle for up to four hours may be required.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE: An Associate's degree from an accredited institution in Business Administration, Public Administration, or Accounting, along with a minimum of three years of progressively responsible experience in purchasing, business analysis, or accounting. Alternatively, eight years of progressively responsible professional experience may substitute for the degree and experience. Government experience is preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: A valid Florida Driver License is required. Universal Public Procurement Certification Council (UPPCC) or National Institute of Governmental Purchasing (NIGP) procurement certification is preferred.OTHER JOB-RELATED REQUIREMENTS:
