Job Summary

The Office of the Secretary of Transportation is seeking a highly skilled Supervisory Financial Management Specialist to serve as a Financial Management Director for the IT Working Capital Fund (WCF) and other Departmental appropriations. This position is located in the Office of the Secretary of Transportation and reports to a Senior Advisor within the Resource Management Office (RMO) while supporting the Office of the Chief Information Officer (OCIO).

Responsibilities
  • Manage the WCF IT Budget and other Departmental appropriations, performing the full range of complex analytical work associated with all phases of the budget process.
  • Oversee WCF resources and other Departmental appropriations, responsible for IT inventory and budget and funds control activities.
  • Develop and administer the budget for the agency's Pay, Compensation and Benefits (PC&B), professional development, and training.
  • Review and update existing cost models and methodologies, leading business and cost analysis for the OCIO's office to determine the financial impact of new technologies.
  • Manage the procurement plan and oversee the day-to-day tracking of expenditures, preparing and/or approving purchase requests.
Requirements
  • Must be a U.S. citizen.
  • Meet specialized experience qualifications for the grade at which you are requesting consideration.
  • Have at least one year of specialized experience equal or equivalent to the GS-14, including experience operating a working capital fund or revolving fund and validating invoices for financial accuracy.
Knowledge, Skills and Abilities (KSAs)
  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis.
  • Contracting/Procurement - Knowledge of various types of contracts and techniques for contracting or procurement.
  • Financial Management - Understands the organization's financial processes and prepares, justifies, and administers the program budget.
  • Financial Systems - Knowledge of the standards, architecture, and specifications of automated financial systems.
