Position Overview

Stream is currently seeking a Facilities Operations Supervisor. This role entails second-line supervisory responsibilities, receiving guidance from the Facilities Operations Manager while directing the Building Maintenance Field technicians. The position combines supervisory duties with maintenance expertise, requiring minimal direct oversight. Once informed of desired outcomes, the employee is expected to utilize their skills, including selecting suitable work methods. The Facilities Operations Supervisor is responsible for ensuring that project timelines are adhered to and that completed projects meet initial plans and quality standards.

Key Responsibilities:
  • Plan, schedule, procure materials, and oversee work related to plumbing, heating, air conditioning, electrical, ventilation, and pumping systems.
  • Supervise minor construction or renovation projects.
  • Maintain associated records and prepare reports.
  • Contribute to the development and management of maintenance, construction, or service contracts, including drafting requests for proposals, conducting bid conferences, evaluating bids, and awarding contracts.
  • Coordinate building maintenance activities with other departments, divisions, sections, the public, and external agencies.
  • Inspect facilities for safety hazards, maintenance requirements, and accessibility standards.
  • Draft plans and specifications for small remodeling, alteration, and construction projects.
  • Provide estimates for time and material costs.
  • Analyze energy consumption and costs, proposing changes to reduce usage.
  • Assist in determining maintenance and energy needs for new buildings.
  • Support Supervisors in preparing the Building Maintenance budget and Capital Improvement Plans, managing the budget, and making future budgetary recommendations.
  • Review and approve reports of a budgetary, technical, or evaluative nature, recommending or implementing actions as necessary.
  • Assist in developing and implementing goals, objectives, policies, procedures, and work standards for the section.
  • Contribute to the formulation of long-term plans and standards for building maintenance.
  • Participate in the selection, training, motivation, and evaluation of staff.
  • Monitor employee performance objectives.
  • Provide instruction to assigned subordinates.
  • Address employee grievances.
  • Foster a cooperative working relationship with employees, other departments, agencies, and the public.
  • Engage in safety committee activities.
  • Oversee various maintenance safety programs, including respiratory protection, fall safety, and confined space protocols.
Qualifications:

Knowledge:
  • Principles and practices of employee supervision, including selection, training, performance evaluation, and disciplinary actions.
  • Methods, materials, tools, and equipment utilized in building maintenance and repair.
  • Operating characteristics, components, and functionality of HVAC systems, electrical systems, plumbing, pumps, and hydraulic systems.
  • Materials used in maintenance work, including paints, chemicals, and lubricants.
  • Safety practices relevant to building maintenance activities.
  • Codes, ordinances, and regulations applicable to the work; work layout and scheduling; and various construction trades.
Skills:
  • Plan, organize, direct, assign, review, and evaluate the work of others.
  • Select, motivate, and assess staff while facilitating their professional development.
  • Analyze complex technical and administrative issues, evaluate alternatives, and recommend or implement effective solutions; prepare clear and concise records, reports, correspondence, and other written materials.
  • Exercise independent judgment within general policy frameworks.
Abilities:
  • Effectively engage with code enforcement and others involved in building maintenance and repair, directing a diverse range of maintenance and repair tasks.
  • Interpret plans, specifications, and sketches.
Candidates must possess the physical and mental capacity to perform the duties required by this position.

EDUCATION:

A combination of education and/or experience that provides the necessary knowledge, skills, and abilities for satisfactory job performance is required. Typically, this includes five years of experience in building maintenance trades, such as electrical, plumbing, HVAC, or carpentry, with at least two years in a supervisory capacity, along with completion of a Systems Maintenance Administration Designation or a related field.

LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS:
  • At the time of hiring, candidates must possess a valid driver's license, vehicle liability insurance, and a satisfactory driving record. Candidates must also hold a Universal CFC certification and have completed the Systems Maintenance Administrator Designation with BOMI. Failure to maintain these licenses and certifications may result in disciplinary action, including termination.
PHYSICAL AND ENVIRONMENTAL DEMANDS:
  • This position involves sitting, standing, walking, bending, twisting, grasping, reaching, lifting up to 10 pounds, carrying items up to 10 pounds, typing on a computer keyboard, and interacting with others via phone, email, and face-to-face.
WORK ENVIRONMENT:
  • The role involves both indoor and outdoor work; exposure to extreme temperatures; variations in temperature and humidity; moving machinery; dust, fumes, smoke, gases, odors, mists, or other irritants; excessive noise (construction sites); radiation or electrical energy (construction sites); solvents, grease, or oil; and slippery or uneven surfaces. The position requires working with a computer monitor, both independently and collaboratively.
