Under general supervision, this role involves performing advanced professional and supervisory fiscal, administrative, and analytical tasks. The position includes supervising administrative personnel.

Key Responsibilities
  • Supervises both professional and support staff.
  • Plans, assigns, coordinates, and reviews the work of employees engaged in accounting, clerical, purchasing, budgeting, and other administrative functions.
  • Leads, coordinates, and conducts special programs and projects.
  • Formulates, executes, and manages operating, capital, and grant budgets.
  • Analyzes agency and program expenses, revenues, and other fiscal and budgetary data.
  • Prepares and reviews budget requests, justifications, and related fiscal documents.
  • Formulates budget proposals and supervises the preparation of quarterly and annual budget projections.
  • Reviews, monitors, and authorizes expenditures.
  • Supervises the procurement of goods, services, supplies, and equipment.
  • Reviews and authorizes purchase requests and requisitions.
  • Provides guidance to staff regarding agency purchasing.
  • Supervises, coordinates, and conducts administrative and management studies.
  • Researches, analyzes, and reports on various informational, operational, and management issues.
  • Evaluates the effectiveness of agency policies, rules, operations, and methods.
  • Analyzes agency staffing requirements, work scheduling, equipment, and facilities.
  • Conducts fiscal analyses of management proposals.
  • Prepares and presents comprehensive reports and memorandums.
  • Administers grants and prepares grant application submissions.
  • Acts as a liaison between the granter and the agency.
  • Monitors grant expenditures to ensure compliance with guidelines and appropriation balances.
  • Prepares and processes contracts, supervising their execution and contractor billing.
  • Manages special service contracts with external vendors.
  • Coordinates facilities maintenance, repair, and other agency support service activities.
  • Prepares building service requests.
  • Represents the department at meetings or on committees.

Other Duties
Performs additional related tasks as required.

Graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field;

Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education.


Education in business administration, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.
