Child Care Resource Specialist

The State of Oregon Department of Early Learning and Care is seeking a highly skilled and dedicated individual to fill the position of Child Care Resource and Referral Specialist (Program Analyst 3). This permanent role will be a part of our team that enables Oregon's young children and families to learn and thrive.

This position will work a hybrid schedule of working both remotely and in the office.
About Us:
We are responsible for administering state-funded early learning programs, including home visiting and site-based infant, toddler, and preschool services and supports for families, licensing Oregon's child care providers and developing systems that coordinate regional cross-sector partnerships through Early Learning Hubs. We partner with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation, and other quality improvement opportunities for early learning and care providers.

Key Responsibilities:
- Promoting the Department's vision and goals through comprehensive support and management of the Child Care Resource and Referral (CCR&R) entities.
- Assisting with the management of the performance and development of all CCR&Rs.
- Developing and overseeing plans based on collected evidence, including budgets, key performance metrics, reports, site visits, and other evaluations.
- Collaborating with various partners, including school districts, businesses, education service districts, and community-based organizations, to increase access to high-quality early learning experiences.
Requirements:
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Early Learning, or a related degree.
- Four years of experience coordinating or administering a program, or any combination of experience or education equivalent to seven years of experience.
- Desired attributes include experience developing and administering statewide systems, highly analytical skills, understanding early learning and care complexities, experience working in the Oregon early learning and child care system, and the ability to assess, organize, and coordinate priorities in a work environment with multiple competing demands.
