Position Summary:
We are currently seeking a GSA IT Systems Analyst to support the General Services Administration (GSA) in managing intricate data migration projects for the Office of Corporate Information Technology Services (IC) HR & Payroll IT Services Division (ICS).
This role is contingent upon the award of a contract and the availability of funding.
Key Responsibilities:
- Requirements Analysis: Collect, analyze, and document business requirements to facilitate implementation and validation through test planning.
- Data Analysis: Demonstrate proficiency in data manipulation and interpretation using tools such as SQL, Excel, or BI tools (e.g., Tableau, MicroStrategy, SAP Business Objects).
- Technical Documentation: Create and maintain comprehensive technical documentation, including user stories, use cases, and system specifications.
- System Design: Apply knowledge of system architecture and design principles to translate business needs into effective technical solutions.
- Software Development Lifecycle (SDLC): Familiarity with methodologies such as Agile, Scrum, and Waterfall.
- Database Management: Knowledge of database management systems (DBMS) like RedShift, MySQL, or MariaDB.
- Programming Skills: Basic understanding of programming languages (e.g., Python, C#/.Net, JavaScript) is advantageous.
- API Integration: Grasp API concepts and experience with API integration and testing.
Analytical Skills:
- Problem-Solving: Identify issues, analyze root causes, and propose effective solutions.
- Critical Thinking: Evaluate complex situations and make informed decisions.
- Process Mapping: Create process flows, diagrams, and models using tools like Visio or Google Drawings.
Business Skills:
- Stakeholder Management: Engage and manage the expectations of various stakeholders effectively.
- Change Management: Apply change management principles to support transitions.
- Negotiation Skills: Negotiate requirements, timelines, and resources with stakeholders and technical teams.
Communication Skills:
- Verbal Communication: Clearly convey technical information to non-technical stakeholders.
- Written Communication: Produce comprehensive and understandable documentation and reports.
- Presentation Skills: Present findings and recommendations effectively to diverse audiences.
Qualifications:
- US Citizenship is required.
- Bachelor's degree in an IT-related field, along with six (6) years of relevant experience.
- Proven experience in business and systems analysis and data migration projects.
- Demonstrated proficiency in all required skills outlined above.
- Ability to pass a Tier 2 background check for federal contractor employment.
Work Environment:
The role is primarily remote, with a preference for candidates in the National Capital Region.
Compensation:
The salary range for this position is $118,000 to $129,000 per year.
