POSITION SUMMARY
The Senior Accountant represents the advanced journey level within the accounting series. At this stage, professionals engage in intricate and technical accounting or auditing tasks, manage sophisticated accounting systems, and generate reports for executive leadership and departmental managers.
Professionals in this role operate autonomously, taking charge of the most challenging and technical accounting responsibilities. They oversee assigned accounting functions and may supervise other accounting personnel, including professional, paraprofessional, and clerical staff.
The Senior Accountant role is distinguished from the Accountant II position by the complexity of financial and accounting tasks undertaken, the level of independence exercised, and the potential for leadership responsibilities.
KEY RESPONSIBILITIES
- Establish, review, and oversee the maintenance of fiscal record-keeping systems within a division or large department, conducting fieldwork as necessary.
- Analyze complex fiscal record-keeping systems and procedures to recommend enhancements and ensure compliance with relevant codes and ordinances.
- Assist in the preparation and coordination of County budgets, financial statements, and annual audits.
- Serve as a financial consultant to administrative and program managers.
- Collaborate with program managers and supervisors on budgetary matters and monitor financial reports.
- Review legislation and policies to assess their impact on procedures and provide guidance on auditing, accounting, and fiscal responsibilities.
- Provide technical and functional oversight to clerical, paraprofessional, and professional accounting staff.
- Represent the County and department in multi-jurisdictional meetings and coordinate efforts with other agencies.
- Prepare, design, implement, and report on fiscal impacts related to special projects.
SKILLS AND ABILITIES
- Plan, direct, coordinate, and review the work of accounting staff.
- Analyze and evaluate accounting challenges effectively, developing appropriate data and recommendations for reports and statements.
- Develop and organize accounting systems suitable for electronic data processing.
- Research and apply various Federal, State, and local codes to ensure legal compliance.
- Establish and maintain effective working relationships internally and externally.
- Communicate effectively, both orally and in writing, interpreting fiscal policies and practices to officials and department heads.
- Analyze computer data, identify problem areas, and draw logical conclusions.
- Maintain and prepare complex financial reports and statements.
KNOWLEDGE REQUIRED
- Principles and practices of governmental auditing, accounting, and budgeting.
- Internal Audit and Consulting Standards.
- Fiscal record-keeping systems and functions.
- Principles of supervision and training.
- Financial management systems and management information systems.
- Application of computer systems to accounting and reporting functions.
- Knowledge of laws, ordinances, and regulations governing County financial operations.
EDUCATION AND EXPERIENCE
- A Bachelor’s degree in Accounting, Finance, Public Administration, Business Administration, or Economics; AND one year of experience in complex accounting work or equivalent tasks.
- Alternatively, 24 semester units in Business Administration, Accounting, or a related field; AND three years of experience in complex technical accounting work, with one year equivalent to an Accountant II position, including journal entries, ledger postings, and reconciliations.
