Position Summary:

The Procurement Specialist IV plays a crucial role in managing the acquisitions process, providing expert advice and assistance to government managers on procurement-related matters.

Key Responsibilities:

  • Develops comprehensive Acquisition Plans for new contract requirements, including drafting Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs) for contracts valued under $100,000,000.
  • Conducts thorough market research, data analysis, and technical evaluations of vendor proposals.
  • Reviews planned orders, generates requisitions for purchased items, and facilitates the approval process.
  • Monitors order acknowledgments, confirming lead times, delivery dates, and costs while addressing any discrepancies with the program office.
  • Tracks purchase orders until completion, ensuring compliance with supplier agreements and contracts, and reporting any nonconformance.
  • Reviews invoices to verify the delivery of goods and assists in resolving invoicing discrepancies.
  • Identifies opportunities for efficiency improvements and recommends actionable strategies.
  • Evaluates suppliers' capabilities and compliance, advising management on product and service options and potential sources of supply.
  • Informs the program office and resource management of any changes in procurement policies.
  • Develops and presents acquisition strategies to the program office.
  • Assists the Contracting Officer Representative (COR) with electronic filing requirements.
Supervisory Responsibilities:

This position does not have supervisory responsibilities.

Qualifications:

  • Bachelor's degree or a minimum of nine (9) years of relevant experience, or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities:

The ideal candidate will possess:

  • Proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
  • Exceptional organizational skills and strong oral and written communication abilities to effectively interact with personnel and government agencies.
  • Demonstrated capability to manage multiple tasks concurrently.
  • Expertise in acquisitions and supply chain management.
  • In-depth knowledge of Federal Acquisition Regulations (FAR) and other procurement laws, policies, and procedures.
  • Strong analytical skills related to procurement issues.
  • A commitment to maintaining professional competence and staying updated on emerging trends and best practices.
  • The ability to exercise independent judgment with minimal supervision.
Certificates, Licenses, Registrations:

No specific certifications are required for this position.

Security Clearance:

Must possess or be able to obtain/maintain a SECRET security clearance. A TOP SECRET clearance may be necessary.

U.S. Citizenship is required.

Physical Demands:

This role may require lifting, sitting, answering phones, typing, and moving files within an office environment.

Travel:

No travel is expected for this position.

Work Environment:

This position is based in an office setting.
