Job Summary

The Compliance Manager will be responsible for ensuring that all CESMII program staff and subrecipients comply with the Department of Energy (DOE) cooperative agreement and UCLA policies and procedures. This includes conducting training and communications, overseeing processes, maintaining records, and generating documentation.

Key Responsibilities
  • Ensure compliance with DOE cooperative agreement and UCLA policies and procedures
  • Conduct training and communications for CESMII program staff and subrecipients
  • Oversee compliance processes and maintain necessary records
  • Generate documentation to support compliance efforts
  • Work closely with CESMII Program Principal Investigator (PI), CEO, COO, CTO, management team, CESMII Staff, and UCLA support resources
  • Develop outside working relationships with CESMII Governance Board appointees, DOE program oversight team, CESMII membership base, SMIC Directors (subrecipients), and CESMII project team subrecipients
Requirements
  • 5+ years of experience working as a successful export control and trade sanctions compliance manager for a hardware or software product company
  • 3+ years of experience in managing compliance in work environments that are either government-funded programs, aerospace/defense manufacturing, or ISO/FDA/GMP certified
  • Ability to perform basic legal research and independently interpret and apply laws, regulations, and policies to an assortment of compliance scenarios
  • Working knowledge of export control regulations (Export Administration Regulations, International Traffic in Arms Regulations, and Office of Foreign Assets Control Regulations) and Foreign Trade Regulations
  • General familiarity with U.S. and foreign patent document structure and content, application and filing processes, and best practices
  • Demonstrated experience in portfolio management of contracts, commercial agreements, compliance disclosures, and mitigation plans, policies, and procedures, and/or intellectual property
  • Demonstrated ability to design, develop, and deliver compliance training
  • Ability to communicate complex information to all levels of management, partners, membership, and administrators in a clear and concise manner both written in report form and verbally in meetings and through presentations
  • Demonstrates a high degree of integrity, ethics, and transparency in their work and conduct
  • Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature
  • Experience demonstrating the ability to handle multiple tasks frequently with short timelines, to prioritize and organize work, and to complete assignments in a timely, accurate manner
  • Able to work in a start-up type environment, wear multiple hats, and roll up the sleeves as needed
  • Experienced user of Microsoft Office software suite (Word, Excel, PowerPoint, Outlook, Teams, etc.), Visual Compliance, Adobe Acrobat Pro, Project Management software, Zoom or MS-Teams videoconferencing, Visio, internet, and other reporting, software, and research tools common to this role
  • Familiarity with the Department of Energy Office of Research, Technology, and Economic Security related terms and conditions for Institutes-Hubs

Special Conditions for Employment

  • 10% Remote work environments are allowed for this position. Must be able to travel to CESMII headquarters in the greater Los Angeles area for in-person meetings approximately two to four times annually
