  • Interpret, scrutinize, and assess intricate development projects for precision, appropriateness, completeness, and compliance with municipal standards and protocols.
  • Formulate and present conditions for approval.
  • Collaborate with private developers and engineers to clarify municipal policies and ordinance stipulations, review designs, and coordinate the processing of privately sponsored residential, commercial, and industrial projects.
  • Assess and endorse technical studies for land development initiatives and transportation planning.
  • Engage in the formulation and execution of objectives, policies, and priorities for designated service areas, programs, and operations; propose and implement policies and procedures.
  • Supervise and manage daily operations of Capital Improvement Projects and designated areas in alignment with guidelines, requirements, and regulations; oversee the submission of necessary reports.
General Responsibilities
  • Monitor and assess the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels within division and departmental policies.
  • Plan, direct, coordinate, and evaluate the work plan for assigned personnel; prioritize and allocate work activities, projects, and programs; review and assess work outputs, methods, and procedures; engage with staff to identify and resolve issues.
  • Supervise, motivate, and evaluate assigned staff; provide and/or oversee staff training coordination; collaborate with employees to address deficiencies; make recommendations for disciplinary actions and terminations.
  • Plan and manage the administration of various funding proceedings for the design and construction of public works facilities utilizing State Gas Tax, TransNet funds, development impact fees, and other funding sources.
  • Participate in the development and management of assigned departmental, division, and/or project budgets; monitor and approve expenditures; engage in forecasting necessary funds for staffing, equipment, materials, and supplies; recommend budget modifications.
  • Oversee safety initiatives for assigned sections and work groups; assist in action planning for safety programs; respond to workers' compensation matters.
  • Provide highly responsible staff assistance to the City Engineer.
  • Conduct and/or assign various organizational and operational studies; recommend modifications to assigned engineering programs, policies, and procedures as necessary.
  • Act as the liaison for assigned sections, work groups, and/or service areas to other departments, divisions, sections, and external agencies; negotiate and resolve sensitive and contentious issues.
  • Address and resolve citizen inquiries as required; investigate and analyze related complex matters.
  • Manage and administer contracts for assigned projects, which includes establishing guidelines, verifying funding, setting timelines, and performing other related activities.
  • Represent the Department, City, and/or Division by attending meetings, public events, and speaking engagements; conduct and participate in staff meetings, committee meetings, and/or other related gatherings.
  • Attend City Council Meetings as the primary staff representative or as a presenting staff member, preparing and delivering reports for the City Council and various Commissions.

The ideal candidate will be a collaborative team player with exceptional interpersonal skills and the capacity to cultivate positive working relationships with staff, peers, the community, and regional agencies involved in projects that influence the City. The ideal candidate will engage in mentorship, staff development, and training initiatives, fostering a positive work environment to enhance the division's organizational capacity. Effective verbal and written communication skills are essential for all constituents. The ideal candidate must possess experience in all aspects of the contracting process, from requests for proposals (RFPs) to management and oversight phases. A proactive, multitasking manager is essential, ensuring accountability and oversight across multiple projects. Strong technical and project management skills, coupled with financial acumen, are crucial to maintaining project budgets. Exceptional technical and analytical abilities, along with outstanding project management skills, are vital for success in this role.

Education and Experience:
The ideal candidate will have a background that includes a minimum of five years of experience as a Professional Engineer in Civil or Traffic engineering, along with two years of supervisory experience. A Bachelor's degree in Civil Engineering is required, while a Master's degree is highly preferred.

Licensing:

  • A Professional Engineering (P.E.) License (Civil) in the State of California is mandatory.
  • A Licensed Land Surveyor Certificate issued by the State of California Board of Professional Engineers, Land Surveyors, and Geologists, or a qualifying license as a Civil Engineer issued prior to 1982, is highly desirable.
