The ideal candidate is a dynamic and inspiring leader responsible for directing the strategic and operational activities of CMUA, representing publicly owned electric and water utilities throughout California. This position entails actively managing advocacy initiatives before legislative and regulatory entities, ensuring the financial sustainability of the Association, expanding membership, and enhancing the Association's influence through effective communication and event planning. The Chief Executive Officer will cultivate meaningful relationships with a diverse membership and Board of Governors, lead a high-performing team, and possess exceptional communication and leadership abilities to navigate the intricate utility landscape.

The Chief Executive Officer will guide a staff of seven, with five direct reports, while managing and advancing CMUA's strategic vision and operations. Additionally, the association benefits from external consultant support in advocacy, communications, and member services. CMUA staff oversees legislative, regulatory, and communication programs, ensuring these initiatives effectively represent and advocate for the interests of California's publicly owned utilities and water agencies. By strategically increasing membership, enhancing the impact of valuable services, and championing significant member events such as the Annual Conference and Capitol Day, this visionary leader will drive CMUA's long-term success and stability.

The primary responsibility of the Chief Executive Officer is to provide leadership while promoting the strategic direction of CMUA's advocacy efforts, member services, administrative oversight, and thought leadership within the public utility sector. The Chief Executive Officer will guide a team of expert advocates representing the interests of members before various legislative and regulatory bodies. This role requires the ability to effectively provide testimony, deliver strategic policy analyses, and build coalitions to further the Association's objectives. Furthermore, the Chief Executive Officer will serve as the primary media contact, refining and delivering CMUA's messages to influence public perception and legislative outcomes. This professional is expected to foster impactful relationships with a diverse membership base and the Board of Governors, facilitating consensus, supporting advocacy efforts, and nurturing a high-performance team within the Association to provide optimal services.

THE IDEAL CANDIDATE
CMUA seeks a leader with a comprehensive understanding of the legislative and regulatory environment affecting California's public water and power utilities, prior experience with a membership-based organization, and preferably a professional background in the utility sector. The ideal candidate is a visionary leader with a collaborative mindset and the ability to navigate the complex dynamics of utility management and advocacy. This role requires a balance of strategic vision, operational expertise, and interpersonal skills to guide the Association through the evolving challenges of California's energy and water sectors. By building bridges, modernizing organizational practices, and fostering a flexible and inclusive environment, the Chief Executive Officer will ensure that CMUA remains an exceptional advocate for its members and a vital part of California's utility landscape. They must facilitate communication and collaboration between public water and electric utilities while ensuring a balanced approach to advocacy efforts for both sectors.

This position demands an energetic and engaging professional with strong leadership capabilities and a creative, solutions-oriented mindset to navigate the complexities of a member-centric organization. The Chief Executive Officer will demonstrate excellent written and verbal communication skills to articulate complex industry issues to various stakeholders, including legislators, regulators, and the public.

MINIMUM QUALIFICATIONS
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

  • Education: Bachelor's degree in business, public administration, political science, communications, engineering, economics, or a related field.
  • Experience: Fully qualified candidates will also possess at least ten years of progressively responsible experience in managerial, legislative, and/or administrative functions.
  • Energy/Water Experience: Candidates should be familiar with and well-versed in energy and/or water issues. Experience working in the energy/water industry is valued.
  • Possession of a valid California Class C Driver License required at the time of appointment.

Desirable:

  • Education: Master's Degree in business, public administration, political science, public policy, law, or a related field.
  • Advocacy Experience: History of successfully working with and/or advocating before elected and appointed government officials representing a trade or professional organization, business, or other entity.
  • Experience with Energy/Water Utilities: Prior work within the energy or water utility industry, and in association management.
