Job Summary

The Town of Leland is seeking a highly skilled Construction Inspector to join our team. As a Construction Inspector, you will be responsible for ensuring that construction projects meet the highest standards of quality and compliance with regulations.

Key Responsibilities
  • Inspect construction work in progress and upon completion to ensure quality and compliance with approved plans, specifications, and ordinances.
  • Review plans, permits, and construction drawings to ensure compliance with adopted specifications, Town standards, and regulatory requirements.
  • Monitor tests in the field and coordinate the activities of third-party testing agencies and contractors.
  • Inspect and monitor construction on Town-sponsored infrastructure projects, including paving, water, sewer, and storm drainage projects.
  • Meet with contractors, engineers, owners, and architects to explain construction requirements and inform them of non-compliance.
  • Investigate reported detection of illicit connections and illegal non-point stormwater discharges for compliance with the Town's NPDES Phase II Permit.
  • Review as-built and record drawings for accuracy and completeness.
  • Respond to citizen inquiries and complaints and initiate necessary response activities with the appropriate town departments.
  • Monitor job site safety for Developer and Town projects, ensuring construction activities are completed in a safe manner and in accordance with all OSHA and Town safety requirements.
  • Complete Erosion Control reports and Stormwater Control Measure Inspections in accordance with NCDEQ's requirements.
  • Proactively resolve problems or issues as observed.
  • Communicate effectively with clients, contractors, town staff, and supervisors.
Requirements
  • Associate's or technical degree with coursework in engineering, construction management, or a related field and moderate experience in municipal street and utility construction and/or maintenance.
  • Moderate (1-3 years) inspection experience.
  • Prior inspection, engineering, or other technical experience is preferred.
  • Possession of an appropriate driver's license valid in the State of North Carolina.
  • Possession of or ability to obtain Level I Erosion Control Inspector certification within six months of hire.
  • Possession of Stormwater SCM Inspection & Maintenance certification within six months of hire.
  • Possession of or ability to obtain OSHA 10-hour certification within 6 months of hire.
Knowledge, Skills, and Abilities
  • General knowledge of construction practices, techniques, materials, and equipment relating to public infrastructure.
  • General knowledge of engineering plans, specifications, and drawings.
  • General knowledge of permits and other regulatory approvals.
  • General knowledge of standard hardware and software.
  • Ability to make arithmetic computations using whole numbers, fractions, and decimals.
  • Ability to compute rates, ratios, and percentages.
  • Ability to operate a variety of office and computer equipment.
  • Ability to read and interpret plans, specifications, and blueprints and to compare them with various aspects of construction in progress.
  • Ability to detect errors in construction projects.
  • Ability to establish and maintain effective working relationships with associates, supervisors, citizens, consultants, contractors, engineers, and the public.
Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, using hands to finger, handle, or feel, climbing or balancing, stooping, kneeling, crouching, or crawling, reaching with hands and arms, and occasionally requires sitting, tasting or smelling, pushing or pulling, and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires work near moving mechanical parts, exposure to fumes or airborne particles and exposure to vibration; work is generally in a loud noise location (e.g. construction, heavy traffic).
