Overview

The incumbent in this role is responsible for examining randomly selected unemployment claims to pinpoint benefit discrepancies and their underlying causes, facilitating necessary corrective measures.

Key Responsibilities

The following duties are essential to all positions within this classification and are not intended to be an exhaustive list of all responsibilities. Incumbents may perform similar tasks not specifically outlined here.

Assess agency documentation to ensure adherence to relevant regulations. Conduct audits of both manual and electronic payroll records to confirm reported wages, earnings, deferred compensation, taxable benefits, and payroll deductions. Engage with employers or their representatives to discuss audit findings and address inquiries. Draft comprehensive reports on employer audits and findings, responding to employer queries as needed. Complete wage verification forms to ascertain the accuracy of benefit payments; calculate overpayments and underpayments, and identify potential fraud or misinterpretation of unemployment regulations. Carry out confidential interviews with claimants, educational institution personnel, medical professionals, hospitals, public officials, and various agencies to evaluate eligibility or disqualification matters and verify job search activities. Finalize all case review documentation and prepare a narrative statement of findings, citing legal justifications for determinations made. Code case information and input data into the computer system. Utilize database systems to access essential information for case reviews. Attend appeal hearings for audited cases to provide testimony as a witness.

Qualifications

Minimum Qualifications for the Quality Control Auditor Position

At least six months of experience in accounting principles adhering to Generally Accepted Accounting Principles (GAAP). A minimum of six months of experience in auditing financial records and documents following Generally Accepted Auditing Standards, including the evaluation of internal and external controls. Six months of experience in computer-assisted auditing, utilizing software to analyze data, select, manipulate, and sort information, perform calculations, choose audit samples, and generate reports. Six months of experience in conducting investigations, including interviewing to gather confidential information, collecting evidence, and documenting findings. Six months of experience interpreting laws, regulations, standards, policies, and procedures. Six months of experience in writing narrative reports.

Additional Information

The State of Delaware acknowledges the importance of telecommuting and flexible work schedules. This position qualifies for Telework in accordance with State policies, with further details provided during the interview process.

Employment Conditions

Candidates must be legally authorized to work in the United States. The State of Delaware Executive Branch participates in the Federal E-Verify system, which verifies each new hire's Form I-9 information to confirm work authorization in the U.S.

A satisfactory criminal background check is required as a condition of employment. The recruiting agency may require applicants to cover the cost of the background check as part of the conditional offer of employment.

This position is classified under a bargaining representative (labor organization) elected by employees for collective bargaining and other applicable employment terms, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This role is subject to a collective bargaining agreement based on its specific terms.
